My guess is because the world itself operates on dedicated servers, which could limit the amount of available bandwidth they can work with (compared to peer-to-peer connections). Battlefield can have like what? 32? 64? players on a server. The engine can field it. Battlefield games are isolated from each other with no shared persistence. Anthem is a shared persistence world. What one player sees that's world-persistent, like the effects of a Shaper Storm, all players see. That complicates things. Plus, as noted, netcode is hard and capping each instance at 4 reduces complexity of the netcode problem. Battlefield at release always has netcode problems, so I applaud Bioware for being ultra conservative about network load per dedicated server. That should make for a smoother launch with a lot fewer netcode problems. Design/technical limit is the same thing to me. Which is cause or effect doesn't matter. But, I do agree that in time, they could experiment with raising the cap and see how things go.

They'll probably have an initial popup to say that, "Elements in the game are subject to change upon full retail release" or something. I get what they're trying to do (and the intent is good), but it could be a catch-22 if people aren't privy to his tweet (or just paying attention to the aforementioned popup).

Hope it pays off for them.
I think it'd be safer if they just make all customisation very limited but free in the demo. I think people will have an easier time undertstanding that in the final game it will cost coin, then in the final game it will simply cost MORE coin. Easier on the psyche, methinks.

There is no need to display shape storms or grabbit kill counts in a bar. Persistence is a tool. Not an omnipresent entity. It's a tricky one. As it's a demo they could just make everything available but then people would complain that you have to earn coin in the game. They can't actually replicate the real economy in the demo, because it's a demo.

I sincerely hope that the most basic, vanilla Javelins with minimal customization (read - no one spent IRL money to look fabulous because it doesn't help you shoot better) dominate the leaderboards.
Ideally, the most customized Javelins indicate scrub level.
