This may be a dumb question to some people. I tried to find out the amount I have completed this game (percentage vise), but I failed to find the relevant interface. I know there is an interface that shows this information but now I cannot find it. Please help. Thanks in advance.

There's a game completion percentage when you choose witch save to load.

So then what is the Heleus Cluster Progression percentage on the galaxy map? Does it have any effect to the game?

The completed % does seem to fluctuate, perhaps depending on starting side-quests?

Might be wrong but I think the Heleus Cluster percentage is from visiting/scanning the various planets in each system

quick and dirty way to check it is to go into the menu and manually save your game. When you highlight that save after creating it, it will show you what your total % completion is. There's probably other places you can check it as well.
Also, a note to other people: Planet Viability, Heleus Completion, and Game Completion are all different metrics.
