With the krogans? I mean seriously the guy seems hell bent on making sure they fail. Is he just racist? Is it a personal vendetta? Is he just sucking up to Tann (because Tann is racist and doesn't like the krogan)? Or did I miss something in the game?

How far have you gotten in Drack's loyalty quest line? You'll have an opportunity to see what types of literature he prefers. Basically, see above. Spender is your typical middle management asshole who has big dreams of getting to the top, and doesn't really care how he gets there. As for the Krogan, specifically, while reading Nexus: Uprising... (no real plot spoilers here, just a few extra details about stuff you learn in the game): He does find the Krogan scary, so I'm sure he was all too happy to see them go. But he has nothing against them personally. It's as they tell you in the game. He was sent over to get the Krogan to help out (as an alternative to Tann, who figured they wouldn't trust a salarian), and he made a promise he knew he didn't actually have the authority to keep. Had Tann been less of a racist and actually considered giving the Krogan political clout (which is hardly unreasonable, even if Spender had no place offering it), it actually would've turned out alright. Not to excuse Spender. The guy's a slimy opportunistic douche. But Tann is just as much at fault for the Krogans leaving as Spender is.
Spender just takes things further in that he's all too happy to take advantage of them after they leave, because he can profit off it.

I've played Dracks loyalty mission twice. I just wondered if there was more to Spender than "I'm a power hungry asshole".

Just a wild theory... But I really don't think there's much more to Spender than what we see in game. Even in the book, he's this weasley guy who pretends to be on everyone's side but goes behind their backs where it benefits him. He just seems interested in climbing the ranks and getting rich quick, and keeping himself out of harm's way. It'd be interesting if his motivations went beyond that. It's possible I missed something, but I don't get that sense from the game or even having read the book.

The guy has delusions of grandeur and wannabe politician pipe dreams. He got lucky the AI was in shambles, and was sucking up to Addison, who's just as inept as he is. The only reason he got away with being lynched by everyone is Addison.

Just a wild theory... Yeah, I wondered about that too. Spender seems to be keeping the leadership of the Nexus in a partial state of chaos. The audio log in his apartment saying he's going to "do something" about Vetra's replacement getting along with Tann too well, keeping Addison unhappy by reminding her that the krogan all left the Nexus. His repeated attempts to get rid of Kesh and undermine her crew, and his continued harassment of the krogan even after they have left the Nexus with the theft of their seed vault. It just seems strange, and makes it seem like he's on someone else's payroll, someone like the Benefactor? He's also afraid of August Bradley which I find rather interesting.

This is based on my impressions: I think Spencer made arrangements that exceeded his authority during the Uprising and so he denied the deal with the krogan afterwards when it came to honoring said deal. His continued dislike of the krogan is due to Kesh who does not tolerate his behavior and in his eyes, challenges his authority. I think it is even said that he's trying to hurt the krogan to get at Kesh.

Just a wild theory... Enough to let them in, not enough to give them power. Do you remember that Addison and Sloanne were lower than Tann in inheritance while Kesh wasn't in the list at all? I assume these protocols were made by Benefactor, since everyone involved seemed (pretended) to be genuinely surprised.
