www.facefx.com/content/english-un-declaration-human-rightsThis is FaceFX; the baseline third-party software from OC3 Entertainment which BioWare used for both Inquisition and Andromeda, albeit usually it's heavily modified. In fact, a TON of games outside of BioWare titles use this, including Fallout 4, Arkham Knight, Alien Isolation, Watch Dogs etc -- it's just a quick way to get started if you have a lot of NPCs that have to support a large quantity of dialogues. FaceFX transcribes an audio file into a fully auto-generated face animation that includes lip sync, eyes and eyebrows. Upon watching the sample clip I found it to have a strange likeness to the good old 1.04 Addison scene: I also find the way the eyebrows raise at random in Tempest conversations look a lot like the default FaceFX system. As far as I can tell, outside of the full-performance scenes where there's obvious face-acting involved, the only changes BioWare have made to the baseline animations before 1.05 is the shifty eyes which I take is a failed attempt at making idle eye movement like in the trilogy Look at FemShep's eyes. Remember? they had these small jitters like normal human eyes.
All this makes me question whether BioWare just implemented FaceFX mere months before the game shipped. Remember the N7 Day trailer last year? Remember the odd trailers here and there where it conspicuously cut away any time you would've seen a character talk? I have a feeling that by November last year there wasn't even any lip-sync implemented yet. There was no FaceFX and that is why so many animations look completely basic until the few they've started to address with 1.05. Implementation is one thing. Clearing out bugs that clash with their Frostbite-based code in the rest of the game is probably quite another. Here's hoping that by 2018 all Andromeda characters emote more like humans and aliens.

Maybe? I dunno, but the worst of the facial animations in ME:A aren't the facial gestures, but the weird ass eye movement, which is plainly distracting. Not sure if a basic implementation of FaceFX can be blamed for that.
