PuG logic tells me to use the Targeting V.I IIIs on guns like the Adas.

I have used Shield Power Cells just to have equipment on my kit.... I rarely use Power Efficiency Modules....i may use them on my phoenix, but i rarely use them. Targeting VI is the one i never touched. I have all of my sniper weapons at X and i can't snipe to save my life.... .... Stabilization Module will see some action if i'm running with a Fury or Huntress,...both which use the hurricane..

Definitely Stability mod, the others all have uses. Pulling the thumbstick nearly all the way down corrects on the hurricane on most kits, so stability is the most useless.
Efficiency Module on my Claymore BatDept - Power Amp is only for scorewhoring and I'd rather team up with him than wipe everything out myself. Bat footspeed is good enough without the Adrenaline Mod.
It's the ammos that pile up, Explosive is a given, but I have Cryo ammo builds just to keep the numbers down.
