I think it is a good decision for the game they want to make, because IMO the talk about romance options got a bit overboard among the fanbase in the last few years and could be a distraction for what they seem to want to accomplish: to tell a great single player story while at the same time encouraging multiplayer combat.
Even though I likely will go lone wolf first (because I'm mainly a single player type) I'm interested to see if they can intertwine both well together. In a game they basically want to go on forever (the 10 year target is a long, long time) writing satisfying, ongoing romance arcs from the beginning could become too tough a task, so saying there wont be classic Bioware romances (at least at first) is one worry less and lets them concentrate on story, a changing world and the perfection of the combat system easier.

is there any word on the game's age rating? That might have something to do with it. Excellent point. Casey did compare Anthem to HBO, kinda implies mature to me. Oh, and Andromeda's rating was confirmed 9 days before launch, so it'll be a while. Yeah..."mature" Edit: I guess Bastila, Cath, Aierie, Jaheira, Anomen, Viconia, Nathyra, Valen, Dawn Star, SIlk Fox, Sky...heck Anders, Fenris, Isabela, and Merrill aren't "romances" because we didn't see boob or butt...

In an article from VentureBeat yesterday, Casey Hudson's asked about this. They may want to gauge people's reactions to characters and develop romance for specific ones. EDIT: It also comes into mind that with the online features, BioWare may have the ability to see how people react to characters, especially if there's flirt options for some. They can target specific characters using those resources. Also, here's a relevant Darrah tweet:

I’ve never been a big fan of BioWare romances, but they do add flavor and even have story/lore implications.
Taking those out, you dilute the game from a BioWare to something more generic.
That being said, the ultra-romance crowd were the cause of the downfall of the old romance forum.

It's no necessity by far. I felt way more for garrus and wrex than I did any romance (except Kelly in ME2, but she was left out in me3 ) in mass effect. It's a nice to have, for me.

I’ve never been a big fan of BioWare romances, but they do add flavor and even have story/lore implications. Taking those out, you dilute the game from a BioWare to something more generic.
That being said, the ultra-romance crowd were the cause of the downfall of the old romance forum. One could argue that the Bioware experience has become diluted (and hence more generic) due to the increasing demands of fans to have more and more of that content...much of which is made to placate a smaller segment of the fanbase. The hope for some of us is that those resources are put to good use improving the story and gameplay elements. I also think it's not a bad move to add them later based on what is resonating with the playerbase, rather than trying to predict it in advance. Time will tell whether this strategy will pay off.

I think romances from BioWare are a big deal to me because I don't get a lot of gay romantic content as much in day to day movies, stories or games unlike straight people whom are saturated with satisfying romantic content everywhere they look. Gay people have to seek it out constantly to get that same fill. I was personally bummed by hearing "deep friendships" replacing romances. Like... fuck, man. I get that 110% of the time in real life. I want fresh, innovative, fun and memorable man on man action. Not some more "oh, hah no homo haha" friendships.
The gameplay does look fun... but the lack of interesting characters and romances make it all fall flat for me so far.

People keep saying "they aren't doing enough to keep their old fanbase happy." That assumes they want the old fanbase to be into Anthem in the first place. I think they are looking for new blood, as the "old fanbase" became upset at the streamlining of ME2, the endings of ME3, the fetch quests of DAI (and combat,I guess), and then ALL OF ANDROMEDA. Mix that in with the constant cry of "pc sjw's ruining my game!" and I'm not surprised they would go looking for new fans.

There are many things that are familiar but there are also a few pivots. I guess that way they retain a significant portion of the old audience and a good quantity of a new audience.
