Prior to DLC releases for ME:A, I am going with:
ME1/ME2/ME:A/ME:3
I love all of the them and have played multiple PT's (onto the 4th for ME:A) but I find that ME3, for its true impact, is heavily dependent on the previous 2 entries while ME1, ME2, and ME:A can stand on their own.
I remember when Mass Effect came out in 2007 a few months after my son was born and I spent many o' night up at 2am immersed in that universe. Despite its combat limitations, it has the best story, tightest narrative development, and most atmospheric of the series. The look, the sound, the pacing, the reveals - it was like playing a Ridley Scott movie from the 80's.
Mass Effect 2 changed a lot as the colors of the universe were highlighted by an orange hue, you got to explore the Asari and Krogan main hubs, you got Aria, Omega, and Afterlife - it was like the sequel got directed by Tony Scott instead. It was "Mass Effect - The Fast Food Edition" as everything was in bite-size chunks that led to the next bite.
Mass Effect Andromeda is different from the series trilogy despite its references and that's not a bad thing. It tries things the series never tried (open world, jump jet) with hit-and-miss results but I've always appreciated the effort of BioWare to provide something different with each game. This one may move up depending on promised editions and potential DLC to expand on the stories loose-ends.
Mass Effect 3 had some of the most emotional moments in the series with the culmination of the Krogan and Quarian/Geth story arcs but I don't feel it was as a good as a stand-alone game as the other three. You could play it as BioWare filled in the blanks with stand-in characters but Wreav is no Wrex, Geth VI is not Legion, etc. To get the true emotional impact of the choices you made throughout the series you need to have played the series to that point otherwise its good and not great.

Based on how many hours I played them -
ME1 ME2 MEA ME3
I don't know why but every time I started a new ME3 game I'd get sick of it before finishing.
I didn't even finish ME3 twice I just reloaded an almost done save to do the revised ending.
ME1 on the other hand I played all the way thru many times...that game is really structured and written well.
MEA is a pretty good game but I can't rate it better than the great stories of ME1 and ME2.

ME2 ME:A ME3 ME1
Despite the ending of ME3 it still ranks higher than ME1 with me just because the Mako and the combat in ME1 are terrible. Also all of ME3 wasn't bad. I like Tuchanka and Rannoch, Leviathan and Citadel DLCs.
ME2 is my favorite as I feel that it made the Mass Effect universe really come to life. And I love the characters that it introduced like Jack, Thane, and Samara.

MEA = ME1 ME3 ... ... ... ... me2I like exploration. I didn't like ME3's overabundance of cutscenes, but it did offer the best mechanics, combat, DLCs, and brought closure to some storylines (genophage, geth/quarian conflict), though I'm not a fan of the ending. ME2 had great characters and lore expansion, but the mechanics suck, working for Cerberus sucks, and it was far too linear for my tastes.

ME2: Nice story but too short, great characters, nice gameplay mechanics but poor exploration (and too much rule of cool).

ME1 is a classic. Created the universe that i love so much, it's super immersive and it had two great villains. (I can have fun even with the shitty combat)
ME3 had a lot of problems but it also had great moments and the game felt really good to play.
ME2 is a really good game but doesn't feel like a sequel to the first game and don't even stand a chance when compared to ME1 and 3.
MEA could've been amazing but it wasn't. The villain/Kett sucks. But the combat is really good. Oh well, i'm still excited for the next game and have hope that they'll improve a lot of things.

I would have gone with 3>A>1>2. For all of 3's foibles, has quite a lot of my favorite moments in the trilogy, some served well by the buildup of past titles. And although this is technically unfair, the DLC's add tremendous value for me. Ditto for me. Three's got a special place in my heart. 1 and Andromeda are pretty much interchangeable. And I like 2, but its overall story causes me indigestion. That being said, I mean... It's Mass Effect. I love all four quite a lot.

I rate ME2 the worst as it is just a straight rail shooter with almost no RPG elements or Exploration. Only DLC saves it at all I rate ME3 in the middle as they reintroduced a little of the RPG elements and with the DLC leaves 2 in the dust ME1 and MEA I rate equal as they were both the start of there respective areas. The extra RPG elements in ME 1 are matched by better combat in MEA.
All in all i enjoyed all 4 games and am eagerley awaiting a sequel for Andromeda
