I actually thought of a better analogy re: 'netcode'.
When I used to work in auto insurance, customers would sometimes complain that we were using exclusively their 'personal data' to rate them. And that's... like 50% literally true at best. Auto insurance is a big complex mesh of the person being insured, other people in the household who drive the vehicle, the vehicle characteristics, telemetry from the vehicle if the customer opted into that, what each state allows you to rate on (auto insurance is regulated at the state level and there are vast differences state-by-state), etc.
But you know what? We didn't dismiss complaints about 'personal data'. We saw that as proof that a lot of people cared about the rates they paid, they wanted more transparency into how the rate was calculated, they wanted to be sure we were safeguarding their data, they wanted to be sure we were rating fairly. The customers called it 'personal data', and we knew what they meant even though they were only half right (at best).

That's been the explanation since day 1 of MEAMP. I think there is a certain amount of truth to it. Patches are auto-downloaded (on most systems) whereas DLCs must be manually downloaded. I don't see the point. A dlc could easily be included into a "enforced" patch as well. Would just be bigger. And no technical challenge to include a message informing the client upfront what he is going to download / patch. Lame and cheap excuses. Do MS and Sony enforce size limits on patches now the way they used to last gen? Could be why they can't enforce a DLC-sized patch update.

I've seen >20GB patches over here. Can't speak fox Xbone.

I've seen updates bigger than 20 GB on XBone. Not sure the exact upper limit, but it would be enough to account for most DLC.

I think it was a good strategy to introduce newer content though 'patches' especially when they are free. Personally, I would have preferred the term 'updates' rather than call them patches as patches (in generic software terms) are not meant to deliver new content. If I remember correctly, folks in ME3MP forums used to complain why they were not finding enough players online if they had not downloaded ALL the DLCs.
So rolling out those content as incremental updates took care of that issue. As for calling them as patches, I guess it has to do more with how Origin currently handles updates. Also from the perspective of new buyers (or fresh installs) it eliminates the hassle of tracking all DLCs and always provides the most current state of the game with all released content included.
