Had some games today against Kett and noticed the same. Some days ago the bubble nearly touched their shield when casted. Now they get you like 10m away, the trap is forming 5m away from the shield. Or maybe it was lag...

Latency can also have this effect. I often take on the ascendants, sometimes even two of them at once, so i'm well versed with their ways, and yes at times they do seem to attempt sync attack over a slightly longer distance that you perceived. You just have to be ready for it and there is usually enough indicator of it starting to happen so long as you are not connected to a sucky hosts game.

So, I started paying attention and noticed the same but not always.
I just played three games against the Kett. The first two matches, I didn't notice anything unusual but in the third I get this Ascendant bubble thrown on me from behind, I dash out and turn around only to see two Ascendants teleporting in from - indeed - an estimated ten meters away.
And then I was like "Hey, I remember this happening to me earlier a few times in the past week!"
So, yes, if that's what you mean, Doc. I would also guess it's latency...

It may be me, of course, since it's still early here but the points you make in your post feel a bit 'adrift'. So, lemme slap on some more coffee boosters and run by them... The point is casting sync-kill bubbles over long distances. I wouldn't know. In fact, apart from people within BW, no one would. Didn't we just say/agree teleport wasn't changed? No, I don't think that's more likely. I get the human experience being malleable thingy but still... I played three games against the Kett to try it out. In the first two, I kept within 10/15-ish meters from Ascendants on purpose a few times to see if they'd start a sync bubble over me: not once. Then, when it happened in the third game, I wasn't even trying. I was fighting other enemies and got sync-bubbled from behind. I dashed out from the bubble and immediately turned around: the spot behind the dissolving bubble was empty, yet a few meters further there were two Ascendants who were both only now just starting their teleport towards me. That's what I experienced and also remember happening a few times in at least the week before. I can't recall having experienced it before that time, certainly not for months. I also noticed that Ascendant is a bit more jumpy recently. IMHO, it has to do with dwindling player base and less people pugging. Hence, you get more lag as there are fewer players with low ping to you. Buff or anything else4 is highly unlikely, they don't want to change anything now as it may screw up something else and they cannot patch it. So, probably, it is mostly not so secret buff to overall latency. It might be possible they also switched Meda servers to "secondary priority" due to termination of support, so latency is even further increased because servers might have been downgraded in terms of overall EA traffic priority.

Previously, I got rerouted to Ireland servers only on busy weekends at peak hours. Now, it seems to be happening even on weekdays. Yesterday I got steady 3 bars hosting and it were the Irish servers. And there were not so many pugs playing gold apex or unknown. In one lobby, I had to wait about 4 or 5 minutes to fill in and in another, we actually had to duo up to wave 4 until two more people showed up and we did not start right away, waited a couple of minutes but nobody joined, so we decided to start anyhow. And it was a crazy lagfest with walking and shooting dead and frozen raiders, teleporting ascendants and all other usual goodies. Like powers not hitting, combos not triggering, no shield gate, oops pack medigeling, stuck in dog grab animation by the dead/frozen dogs, weapon stuck reloading, etc etc. I first played human engineer, and he's kind of lag-sensitive, so no freezing anything, no combos, turret not doing any damage. I then switched to salarian infiltrator but made another mistake of giving him shorty shotgun. Shorty is lag-sensitive, and I had to kill everything with grenades because gun was hitting at point blank maybe 25% of the time every time.

Maybe it's because I'm late to the party, but most lobbies are like that for me.
