To avoid a kotor like situation that requires subtitles for characters with voiced dialogue. That's it. The rest is lore about translators that probably shouldn't be taken too seriously.
It's a player QoL thing assuming you're some distance away from your TV.

I'm trying to think of a non-dull implementation of untranslated angaran language. Can anybody point me to an implementation that wouldn't have sucked?

There are a lot of things in MEA that can be called "space magic" but breaking the language barrier, IMHO, is not such a case. There are enough hints in the game to create a full and logical picture of how and when Ryder starts understanding both Kett and Angara. I wanted to write this for a while, so excuse the wall of text.
It has been some time since I played the game, so feel free to correct me if I am wrong about something. At first we arrive at Habitat 7. We don't have a clue about what the Kett are saying. Then we hit Eos and come across several datapads that contain Kett recordings. The only word that I recall we understood was "Salarian". This doesn't mean it was translated since the Kett probably just pronounced the name of the species. Next stop - the Kett ambush in space where we meet the Archon. Now, remember that the Kett actually know every Milky way language by that point. They had the Salarian ark for a while now, interrogated prisoners and had access to all the information contained on the ark about the Milky way, including languages. During the ambush we didn't translate the Kett language. The Archon chose to speak to us in English since he obviously wants to make contact - Ryder became important to the Archon after the activation of the first vaults on Habitat 7 and Eos. Important enough to be spoken to during capture. It is not explained if the Archon speaks in English or his translator transmits to us in English, but it doesn't really matter. At this point we still don't have a clue about the Kett language, but the Kett can communicate with us if they wish.
Next stop - Aya. During approach we are intercepted by Angaran ships. We don't understand a single word they say, but the Angara understand us perfectly. It makes sense since they had contact with the Exiles on Kadara and even used human agents (Reyes anyone). The Angara have knowledge of our language which is obvious during the dialogue before landing. If Ryder makes a joke, the Angara on the comm laughs before we are escorted to land. If Ryder doesn't choose the joke dialogue option, the Angara doesn't laugh. Obviously the Angara didn't want initially to give away the fact they understand us. After we land on Aya, it is the Angara that choose to speak to us in our language. At this point we still didn't decrypt or translate crap and have no clue about the Angara language.
It is not stated in the game in any way that I recall, but I believe that after the events on Aya, the Angara give us everything we need to understand both Kett and Angara languages. The Angara obviously know the Kett language after decades of contact and war. And now we are sort of wary allies with the Angara. We are given missions to operate in Angara space with Angara operatives against the Kett. It is not hard to assume that the Angara will share with us their knowledge of languages since it is vital in this joint venture.
If you go back to Eos after Aya and activate the same datapads that were in Kett language, you will find they are now in English. So yeah, I don't think SAM decrypted anything, it's the Angara that gave Ryder the knowledge to communicate.

First group meeting with Jaal, I think Liam says something like "Is the translator not working?" and Jaal says, "It's working." So apparently there IS some sort of translator thinga-ma-bob on the ship.

I am stuck with WIN 10 due to my motherboard not booting a Win 7 install. Strange since motherboard says it supports WIN 7... . Though to get Win 7 and or Win XP feel: Can you even make Win10 work in a more or less the same way as Win7, or are they going to keep shoving Ads and online features down your throat? Online updates are the only online feature I want from an OS, even though Cortana might be nice for the first week or so. Four things: 1. Disable/Delete the windows store. 2. Disable Windows update -for the immediate time -no need to update till several months later when the bugs are worked out. 3. Delete Cortana. 4. Install Classic Shell -instant Win 7 Start Menu feel. Also as to the security in Win 10 -don't get me started.

You cannot delete Cortana. Microsoft embedded Cortana functions in many basic operating system files and then made them all depend on the Cortana executable to work. Windows 10 *will not work* without Cortana present.
Cortana can be set so that it's entirely in the background, deaf and dumb, unable to do anything.
Windows Store executables are also required for several useful programs, like the built-in Calculator. Without the Windows Store, Calculator will not work. Unless you install an older one from Windows 7 and make it the default.

On Aya, the angara seem able to understand Ryder immediately even if they don't let Ryder in on that and with that, it seems like Ryder's ability to understand them in the initial meeting is because of the angaran's translators and not because of Ryder's. It's likely the same with the kett who also encountered exiles and who we know, based on audio recordings, captured colonists to gather information about their biology.

No, it's not. The problem is that Cortana has permanent and irrevocable access to microphone / camera and has system privileges. From a network security standpoint, it is a mistake of massive proportions that should never have been effectively part of the core OS.

So, when we first meet the Kett on Habitat 7 and the Angara on Aya, we can't understand a word they say. Which makes sense, considering they're entirely new species for us. And yet, some time later we run into the Archon and we understand him; we run into Jaal, and we understand him. Why is that? Did I miss something? If I am not mistaken, here is the reasoning for each species explaining why we can communicate with them. Angara: Keep in mind that the outpost on Kadara has been established for several months prior to the events of MEA. The Angara have already made contact with the people of Kadara. Their experiences with the newcomers weren't the best, which explains why the Angara government seems a bit cold when you first meet them. The reasoning goes that in the few months that Kadara was set up, individual angara and Milky Way species exchanged technology and culture, including language. As Milky Way species travelled around the Helius system, that information would get passed on/traded. It would make sense that the Angara already have that technology on their homeworld by then, hence explaining why we could understand them. Kett: My reasoning is that the Kett have already come into contact with Milky Way species by abducting them for "study" (aka exaltation). I suppose it would make sense if after studying them for several months, that the high level members of the Kett hierarchy would understand how to communicate. As for how Ryder can communicate with these species upon first meeting them, well there's SAM. Keep in mind he's able to decipher the console on Habitat 7 that's coded in a completely new language in a matter of minutes. It wouldn't be too much of a stretch to say that, after a few encounters, he is able to process their speech and make it understandable. Pretty much this. Also the people at the Nexus already had contact with the Kett (Tiran mentions this) so it is also possible they learned how to translate their language in the months before the Hyperion arrived.

Can take a bit with a slow DPI mouse but can be done - but NO MORE CORTANA:No. I consider most all of the folders in SystemApps folder to be BLOATWARE. To even have any bloatware from any company installed at first local account sign in being only disabled and not delete-able is never enough. Full on eradication is the only course of action. My personal SystemApps folder started somewhere around 35+ folders and now is down to just 12. No, it's not. The problem is that Cortana has permanent and irrevocable access to microphone / camera and has system privileges. From a network security standpoint, it is a mistake of massive proportions that should never have been effectively part of the core OS. See above.VERY TRUE!
ALSO........ Who cares about Windows crappy store? A Texas Instrument calculator is still more sophisticated than any M$ could ever offer.
