Solas never wants followers. in the early stages of his plan, having seen the example of the Inquisitor (which reawakened some of who he once was), he toyed with the idea and even had them help him restore the lyrium dagger.

but ultimately, his experience as a leader (as conveyed through the memories) drove him to solitude. he discouraged those who followed him. gently, if they were idealistic, or more forecefully, if their motivations were maybe a little more brutal and violent.

solas doesn't enjoy death. he doesn't revel in the sacrifice of others. but solas also truly believes that there is nothing more important than bringing back the ancient world.

further complicating that are those who claim to be acting on his behalf, without his knowledge. the agent in Half Up Front was one of those.
