Well, since I only know about Blizzard's beta policy, I'm gonna talk about that. All games go through what we call a beta phase. This is a phase where they are testing the game on all types of hardware, as their QA team can't handle the workload nor testing the game on all hardware.
They have something called the Friend's & Family Alpha. That's where if you're either friends or a family member of a developer, you might be getting called to get into the alpha. This game is at a very unstable state, might be playable... But things are changing on a daily basis. I'm talking about entire trees of abilities being taken out or thrown in, just to be able to test them. Some days you might have 5 trees of abilities to choose from, some days you might only have one. It is pure and simply, testing shit to see what works.
Then, the beta starts. Beta is a little bit better, as they have mostly everything nailed down but not all of it. Here, you're more than likely gonna have the three trees constantly in place, but the abilities of those three trees are going to be changing whenever they do their next push of a build, or whenever they feel like updating the game. This is still a time of testing though, and expect for entire trees to change, as well as monster HP, strides (in other words, how far you travel with each step), day/night cycle, I even once caught an XYZ axis bug once.
It doesn't really surprise me much at all that BioWare is having a beta right now, as we've never heard about previous betas. But then again, we've never heard about any other betas either. Rockstar? Nope. Volition? Nope. Square Enix? Nope. They all had betas.
The big splash, for me at least, was Blizzard. You're starting to see it die down a lot, but not as much as BioWare'd prolly hope.
