A Council seat when the race that created the freaking galactic economy has been ignored is supposed to make sense? Sure, maybe the volus aren't warriors but they have to money to fund the construction of fleets. That's got to count for something. I can see the volus not wanting to be a Council race. The volus are peaceful in general, despise war and they've named their only dreadnought after the diplomat who negotiated their client-race status with the turians so they probably want to be safe rather than independent. And being at the Council means a part of the grudge for their decisions comes at you. They don't need it, it's bad for business.

What I was suggesting is that they use their money and influence to help built fleets for those who will use them (asari, salarians, turians, humans and potentially krogan in the post-war era). This would, if nothing else, make them extremely valuable. Want to bet they throw their money around to help rebuilt that galaxy? That should illustrate how central they are to galactic civilization.

He bitched about humanity likely getting a Council seat before the volus. They want that Council seat. He should think about leaving the Hierarchy first. This ambassador was one of the voices but at the other hand some of them (like Rupe Elkoss) seem to be glad to live under the turians, even if they occasionally trade volus colonization rights to the Alliance. They're essential to the galactic economy but they are of use as long as they're trusted enough to do their businesses and, first of all, maintain the common currency. If a volus councilor pissed off some race enough for them to stop trusting the credit (even accidentally), it could hurt the entire galaxy. This might be the reason the asari want the volus out of political power.
