My dream would be to have a mobile, upgradeable hub that could traverse over land and water. The floating wagon trick Isseya used in Last Flight gave me the idea a hub using a similar trick that could just glide along to where you wanted to go. And it would be just big enough to house your craftsmen, merchants, staff, mounts, but not... Skyhold large. Maybe like a ship or small fort in size? Armed and armored?

The slums of Minrathous.
My reasoning is this: We know we're going to be dealing with Solas & his forces in this game & we know that he preys on the weak & the destitute, giving them lies of freedom, so we're based in the slums, to better scout out his agents.
Also, this will give us a new perspective as a player, instead of always being in high society, we now see the beatings, the rapings, the murders & all the other things that are inflicted on the poor.
Add into the the choice of allowing us to share our wealth & supplies which we will inevitably get with the other occupants of the slums, with consequences; example, we share it out freely, thus we attract attention, where is all this coming from? Or we keep it for ourselves, sparking jealousy & possible suspicion.
This could be a way of turning a hub into another gameplay mechanic too.

When it comes to bases, I prefer quality over quantity. I can overlook size and scope of a given hub so long as I can: 1) Heavily customize my area (and preferably the entire base) 2) Find a use for the majority of the space given. Little to no empty/useless space. Everything has to have some sort of use or function.
But so long as the base abides by those two things, I wouldn't care too much of where I ended up. Ne it in the slums of some city or one of Dorian's estates.

Conversations don't need cinematic cameras. Ever. Just have them in the regular game interface (like BG and NWN) and then we don't have to have a base at all.

How many good pictures of the mosaics on the walls have you seen? Talking with Dorian in the library is an exercise in finding just the right angle to actually see his face. All those mages around and none of them can light the place up even a little bit?

Would love to see a hybrid like DAO's camp and DA2's mansion. A mansion including its yard where you could fully customize both cosmetic and functional items and decors as well as housing all the potential companions and npcs. I love Hawke's mansion but it was so lonely. Skyhold on the other hand served its purpose accurately but I was disappointed by so little I could customize it.

I like to bring a little mood to Skyhold as well... Dayum, that was intense. Weather changes impact the atmosphere immensely. A shame we have never got weather system and day/night cycle in DAI . I'm hopeful they will make it possible in DA4.

I actually think Fort Tarsis has a Tevinter type look. Something about the design minus the giant mech suits struck me as being very Tevinter. Maybe like, a poor area of Tevinter is where we will stay.
I also imagine Tevinter as being a bit like Capital City from Korra. I could be way off, though. Just a hunch I have about the game.
Not every part of the city would be dealing with the Qunari war, right? Hmm. I could see lavish parades being thrown while our poor Tevinter character and crew sneak around to see. And while war is at the gates. Perhaps like Korra there is a magic tournament league.
So basically I see our hub as being in a poorer area of Tevinter. Yes. Indeed.

"Inquisition" headquarters. I imagine our player character is not the king of castle but rather just one of the agents working for them. So kind of like Bloody Baron's castle except we have our own room and can probably find our companions somewhere in there as well. Would be nice if they'd move around this time and we could have random conversations with other minor NPC's.
