In theory it doesn’t matter whether they deal with Solas in DA4 or 5. In fact, I could easily imagine a story that takes place parallel to DA:I or before Tresspasser. Unfortunately we live in a world were it is not enough to want to tell a good story, you have to consider money as well. We don’t even know if we’ll get a DA4 at this point.
While I’ll probably not feel like I need a resolution ASAP by the time a potential DA4 is released, I still feel like they should finish what they have started. Since DA5 isn’t a given, I’d rather they get it over and done with and back to a place where I won’t feel cheated if they decide that this is the last game in the series.
That being said, I honestly do not care if they decide to do it as the big main story or a (lengthy) side quest. Heck, they could make it a small stand-alone game and get on with the main show. That would solve a lot of problems for DA4 story wise.

Well in the worst case scenario where EA is unwilling to invest in a big huge AAA game for Dragon age 4, they could at least try to finish up the story with a less expansive type of game.
The banner saga for exemple, this game is minimalistic as it does not spend big money on voice acting (there is barely any), the graphics are very simple, same as the gameplay and yet it tells a story with different outcome depending on your choice and those are fantastic games.
Ea might not be interested in investing the big money on a single player game, but if it does not ask for a huge amount of money we could see them presented at an E3 conference like Unravel 2.
The thing people don't get when they say that "Big publisher don't want single player games" is a bit mistaken. It's just that many of them don't want invest big ressources and money into them, that is the difference.
