The question is what part of the game were they having this writer’s meeting for, since the answer changes how far they are along. I don't think we're meant to find out. But, if I'm not mistaken, the BW team will likely be involved with the game and its writing in one way or another during most of its development. A lot of stuff will be cut and re-shuffled when assembling the full game. It'also hard to tell how live services (if some of them will be quests or else) come into play when it comes to DA4.

Business gets a tax cut no matter what.
Did you create jobs? You get a tax cut Did you create no jobs? You get a tax cut.
Did you cut jobs? You get a tax cut.
Thus the comment about the tax cut being called job creation tax cut.
Some of the very largest corporations are reducing jobs and they still stuff their jeans with the tax cut.
Now if they had created a tax credit, as in if you create jobs you get to reduce tax then that works. Blanket tax credits often just hand companies that create no jobs a pile of cash.
Did you creat zero jobs? You get a tax cut

Made me scratch my head, too. *goes to google what ReyLo is* So apparently that is Rey and Kylo Ren from the new Star Wars movies. If this related to DA, I wonder if this is a relationship two non-player characters have with each other or does it refer to interactions a player character can have with someone. 🤔 A cross between Richard Gere's character in Runaway Bride and Rey would produce a curious onlooker character with flexible morals while simultaneously being a once-in-a-generation talent and having ties to people the other half of this pair is emphatically opposed. If you mix Julia Roberts's character with Kylo Ren you get a gifted but darkly hued character estranged from their family. The character would bend over backwards with people they value, but since they cannot air their grievances with them timely, when they eventually snap, the blast radius is bigger than normal and everything is left in smithereens. I'm curious if this was about romance plotline stuff since ReyLo is a fan preferred pairing. It made me remember when devs talked about the romantic chemistry in the skating movie The Cutting Edge.
