The major problem with this is his sudden drop in level from DAI and its associated DLC. They managed to get away with it with Varric but it would seem really odd for Dorian to suddenly be back to a low level mage, particularly now he is a Magister. That's why I'm sure we will see him but more likely in some sort of advisory role or quest giver.
Didn't they do the same to Oghren in Awakening and Anders in DA2? Not that I think they'll bring Dorian back as a companion (I'd prefer him as a prominent NPC this time around), but vanishing levels seems to be an issue of gameplay and story segregation.
Lord forgive me but...I never really got the Harding appeal. Yes she was a good character but honestly wonder how much she suffers from the Boba Fett/ Darth Maul syndrome.

Okay sure I guess it's possible...by overriding her previous character with a different one, but the Harding fans wouldn't like that and by that point it'd be better and easier to just use or make a different character.

Not a valid comparison. Merrill in DAO was also a minor character that had no development. Harding is more like Anders when it comes to development (had development but not as much as companions from the base game due to being an expansion character, then turned into a full companion).

Even Isabela, to a lesser extent. She was just a bit character in DAO but they fleshed out her background and motivations and gave her more depth in DA2. But yeah, Merrill is really the best example. She was in one of the shortest origins and her whole personality was basically "studious" and intrigued by the Eluvian. They gave her soooo much more nuance in DA2.

This really won't be a problem. Varric was "fully leveled" at the end of DA2, and yet still started from level 1 in DAI. Cassandra was - logically - no less powerful when she protected the Divine and was level 1 as well in DAI. And Solas 100% knew and could cast more than a barrier spell during the prologue... and so on and so forth. I think we should consider 'level 1' (and combat in general) either as something significantly encumbered by ludonarratove dissonance or characters getting even stronger than they were before.

In general this has always been a problem with the genre. Geralt had to start over and even in cases like with jack she was shown blowing the crap out of everything in cutscene but was super weak in game.

were under-utilized in their first appearances.
I bet you that DAA Anders and DAI Harding had about as many lines, especially when counting the DLC like Jaws of Hakkon. So sure it might not be a perfect comparison but it is a lot more accurate than the comparisons you are making.

I think it's the balance between "torture" and "happiness" what is best for the game. As much as I like sadness and helplessness of how things turned out between Solas and Lavellan, I wouldn't be so invested in this story line still, freaking 5 years after , if their romance didn't have simpler, happier moments.

I was watching a video the other day that made that point. In a nut shell sad moments only work when contrasted to happy ones.
