The creation of the Veil shattered the elven civilization, which was powered by magic. It’d be like the power going out across our planet - simply put, the result would be absolute chaos. And the lack of magic eventually robbed them of their immortality as well.
Humans arrived on the continent much later, as did the Qunari.
I don't know if we can tell that 'the dwarves were always there', but if there's one race that is one of the older/est ones on the continent, it appears to be dwarves... or whatever has preceded them before they were... sundered? Diminished? Well, whatever has happened after Titans fell.
We also don't know whether humans or qunari existed before outside Thedas or something else happened.

We do see references in Elven lore and history from the Library of humans exissting pre Veil. The Elves hunted 'man beasts' after all. Sure they may not be native to Thedas but that coupled with the idea that humans coincided with Elves losing their immortality had to come from somewhere.

Humans existing pre-Veil is definitely something of an unknown at the moment. The closest we have to evidence are ruins in Brecilian Forest in DAO (pyramids on Par Vollen are also a suspect, but we know very little about them right now) where elves and humans are established to have been living peacefully together (the ghost and child in the ruins speak elven but are actually human). We have no idea of when it actually happened though - whether it was pre- or post-Veil, only that the city/sanctuary collapsed and its inhabitants were decimated by "terrible presence".
And yea, we also have reference to 'mortals' pertaining to elves in Trespasser, in Fen'Harel's sanctuary:
"Fen'Harel has been falsely named a god, but is as mortal as any of you. He takes no divine mantle and asks that none be bestowed upon him. He leads only those who would help willingly. Let none be beholden but by choice."
"The gods, our Evanuris, claim divinity, yet they are naught but mortals powerful in magic who can die as you can. In this place, we teach those who join us to unravel their lies."

"Keep problem"? Do you mean the server issues? I don't think they are related to DA, seems some changes have been made to the servers or some glitching is happening which is why people experience connectivity issues with the Keep.

Humans arrived in Thedas in -3100 Ancient in WoT1. Elves first feel the Quickening in -2850 Ancient. Solas says the Veil caused the elves to lose their immortality but for some reason they linked it to the arrival of humans. They also associated intermingling with humans as having an adverse effect on the mentality of the elves who did so (may be humans and followers of Fen'Harel fought together in the rebellion) and even that the gods may have stripped them of their immortality for doing so.
It seems pretty clear that their racial memory was a bit fuzzy but if the timeline is to be believed the arrival of humans did happen just before the loss of the gods and that is why they believe the humans were in some way responsible for their loss of immortality.
Please note that the date of the arrival of humans was pushed back to -3800 Ancient in the Keep timeline. Also the humans recorded as arriving by sea in Par Vollen were the Neromenians but the Alamaari/Avvar may have come from somewhere else and also the elven lament found in the Temple of Mythal, concerning the results of the freedom that Fen'Harel gave them, somehow wound up in Alamaari poetry. How could that be if humans weren't around at the time of the elves since the Temple of Mythal has been closed off to all comers since the death of Mythal. Avvar legends concerning the realm of the gods being at one time accessible but later cut off from mortals would seem to suggest that they were around to witness the effects of what Solas did. Remember to the Avvar the spirits of the Fade are their gods.

The creation of the Veil and the loss of elven immortality might not have been simultaneous occurences. It may have been that the elves continued to live extremely long lifespans for some time after the Veil was created, aided by practices like In Uthenara. It was after humans arrived, however, that they began to notice the first deaths from old age and disease. That's why the elves would associate the arrival of the shemlen with the loss of their immortality.

The Alamarri first came to Ferelden in -1220 TE.
I can't speak to this elven lament you refer to — is that the "When Willows Wail" poem that Sera recites, which is a bastardized version of an older elven poem? But I will venture that the Avvar know about a time before the Veil because their "gods" told them about it.
