Isabela and Fenris might also be interesting, but I’d be fine with them staying out of it too. I'd rather they left Fenris out of it as they messed with my head too much all ready what with Hawke sending him away in DAI and then his attitude in the comic series. However, Isabella is a possibility considering she always survives and featured in DAMP, plus she is a native of Rivain. I would have thought the Lords of Fortune would be an ideal fit for her, they are said to control the coasts of Rivain and we are going there. I wouldn't be surprised to discover that she was their founder. After all, we had never heard of them previously and then just after Isabella makes herself a self-styled "Admiral", suddenly the Lords of Fortune are a prominent faction. It all makes sense to me. Yeah Fenris is pretty quantum, so I’d get leaving him alone. It just feels weird to be in Tevinter and not meet the resident hater to vibe check magisters, especially if slave rebellions are a big part of the game. Ha, I’d love to play as Lord of Fortune and answer to Isabella and her fancy hat. It wouldn’t surprise me, either.

Orghen just to see how many people his return would piss off. I have always been an Oghren fan but I get the feeling I am in the minority. I like how irreverent and obnoxious he is. He's the only Grey Warden that I actually want to return because he was funny sure, but he was also showed the tragic price that the Wardens pay. None of the others in the other games had that mix.

So we have an answer concerning some returning characters if not companions. Perhaps it is possible to work out a pattern for who else might return. So far they have confirmed:
Evka/Antoine: First introduced in Tevinter Nights. Also featured in DA Day short story and the Missing. Strife/Irelin: First introduced in Tevinter Nights. Also featured in DA Day short story and the Missing.
Thus I think it likely that Viago and Teia from the Crows will also be seen in game since they appear in all three. Also Caterina Dellamorte who had a major appearance in Tevinter Nights, is First Talon and Lucanis' grandmother so almost a given she will feature, particularly as these 3 were the only surviving Talons in Tevinter Nights and the Crows are a major faction in the game.
Companions that were introduced in Tevinter Nights and/or featured in short stories/the Missing: Neve, Lucanis, Emmrich. Companions linked to factions introduced/featured in Tevinter Nights/the Missing: Taash, Davrin, Bellara.
On the whole there does seem to be a focus on more recent media for returning characters. That is all to the good as the following appeared in Tevinter Nights and/or recent comic series:

I don't really see anyone else featuring as many have varied outcomes depending on your world state. Possibly alternative content if they are not present but depends on how extensive the world state in the CC is. Seems unlikely to me. More likely just mentioned in conversation if at all. However, with 700 voiced characters in game anything is possible. Nevertheless, they probably wish to avoid characters that were previously voiced and featured prominently in game as that would mean keeping to their original VA, rather than have perhaps one VA doing different voices for many characters.

Not that I'm bothered as I've already explained elsewhere why I would rather not see them. As the one that made Vaea's comic said: They weren't asked for the rights for their characters, i doubt they will be in it. I thought that Bioware would own the rights to the characters but would give him notification if they were going to use them and possibly he might get some royalties. To be honest, I doubt we'll see any of them but they did give Vaea a cameo in Tevinter Nights, which was totally out of sync with the timeline as the Antaam had already attacked the mainland in the short story but when I queried it with the author of the comic he said she was heading north from Kirkwall after the events of his first comic series and before those of Deception. So I don't know why the author of the story in Tevinter Nights used her at all in that case as Deception had come out a year before Tevinter Nights so there was really no excuse to get it wrong and to be honest her role was so small in that short story it could have been anyone from the Inquisition. It was the fact that they did use her that made me feel that left the door open for her to be in DAV.

Sorry but i highly doubt that Bioware won´t have a handful more characters which are known by the casual gamer who only played the games. Sure Veilguard featured more new and novel mainly Tevinter Nights characters but Veilguard is still a sequel and i don´t think that many will care that much about the novel characters. Same goes for DAI besides Cole those characters were fine but i won´t say that i was overjoyed in seeing them ingame. So yeah there should some known returning characters.

Sure Veilguard featured more new and novel mainly Tevinter Nights characters but Veilguard is still a sequel and i don´t think that many will care that much about the novel characters. My point was that Tevinter Nights, the short stories and the Missing appeared to be setting things up for DAV, so if a character appeared in all three they are likely to be in the game (which has been confirmed by the panel for Evka/Antoine and Strife/Irelin) and the chances of a character from previous games appearing in DAV will likely be far higher if they also appeared in Tevinter Nights. Casual players tend not to be that bothered about returning characters, particularly low profile ones that they probably won't remember. Harding was brought back because she was popular and they will likely remember her because we saw her so often. By contrast, Charter has been used more in associated media as the Inquisition contact precisely because only hardcore fans are likely to remember she was part of Leliana's spy network. Casual players will, of course, remember Dorian but Maevaris will likely mean nothing to them because she only featured in a War Table mission and the Trespasser epilogue screen (not everyone played this whether by choice or because they couldn't). However, since she was included in Tevinter Nights, that is why I've put her in the list as a possible encounter. I flagged up Sidony for the same reason because whilst she was only in DAMP she was the protagonist in a story in Tevinter Nights and has links to the Grand Necropolis. Maevaris and Sidony will be for hardcore fans not casual players. I suppose there might be cameos from earlier games but outside of main characters I don't see them meaning much to casual players. Thus, the most likely to appear is Isabella, because she comes from Rivain and always survives (plus she featured in DAMP). Most characters that featured in the southern based games really have no reason to be seen up north and those with connections to the regions we are visiting, like Zevran, Fenris and Merrill, have too many different outcomes to be seen unless they form part of a plot where an alternative can be substituted. However, that would mean recording your choices in the CC and I honestly don't think this is going to be as extensive as the old Keep was. Therefore, I don't see them appearing.

Don't really know how to on my phone since I don't post much haha Hmm, the Architect could be an unlikely ally if he is to make an appearance. For that matter, what of the other Magisters? Leaving aside Corypheus who may or may not be running around the Fade, so far, according to what we have been told, one of the remaining five has been eaten (if the dwarf's account is to be believed) and another has gone crazy (the Madman of Chaos serving Zazikel after the death of their Arch-demon perhaps). That leaves three others unaccounted for, two of whom are the high priests of the Old Gods/Arch-demons yet to arise, Razikale and Lusacan, which means: They are likely going to be supporting the rise of the elven gods and their Arch-demons, assuming they are the corresponding arisen Old God and not just some dragon they have corrupted like Corypheus did.

I originally thought due to local that Isabella and Dorian would be good to see. Also they are the best flirts in the games IMO, much fun to be had.
But after a full play through of DAO, I would love to see the Dwarf Shale Cadash in Tevinter. At the end of DAO she mentioned that Wynne had offered to travel to Tevinter with her.

Because of no non import system like the Keep say Goodbye for hopes and wishes for quantum characters who can´t be mentioned So no Alistair, Leliana, Loghain, Oghren, Zevran, Sigrun, Velanna, Nathaniel, Anders / Justice, Bethany, Carver, Fenris, Blackwall / Thom Rainier, Cassandra, The Iron Bull, Cole, Vivienne or minor NPCs like Ser Barris, Abelas or Feynriel.
I could see that Sten, Shale and Merrill could be retconed but to be honest i doubt it. So they are likely also not in Veilguard.

Ok the non quantum characters which were former companions are Morrigan (but without mentioning Kieran), Orson Haver, Silas Corthwaith, Sketch, Brogan Dace, Jerrick Dace, Arianne, Finn, Frandlin Ivo, Gorim, Lily, Soris, Aveline (but her possible marriage with Donnic couldn´t mentioned), Isabela, Sebastian, Tallis, Varric, Sera, Dorian, Solas and Josephine. But i doubt that Bioware even remember some of them.

It sucks we are likely not hear from him, as he doesn't appear in worldstate choices. Likely? Because of no options for Cole this means that he will not mention at all.
Ok the non quantum characters which were former companions are Morrigan (but without mentioning Kieran), Orson Haver, Silas Corthwaith, Sketch, Brogan Dace, Jerrick Dace, Arianne, Finn, Frandlin Ivo, Gorim, Lily, Soris, Aveline (but her possible marriage with Donnic couldn´t mentioned), Isabela, Sebastian, Tallis, Varric, Sera, Dorian, Solas and Josephine. But i doubt that Bioware even remember some of them.
They didn’t even recognize Josephine in that one video, so she’s probably out.
