I'm just at the beginning, and I know the power cooldown bonus should be 200%. Besides that, which SMGs, pistols should I be favoring as an Adept on Insanity? There are a ton of choices already - thanks.

It does not really matter. Depending on your preferred Adept build and squadmates, you are pretty much playing without shooting a weapon anyway. Basic Adept builds will be using Throw and Warp, and either Singularity or Pull (I prefer Pull), but mostly Throw and Warp. If you use Liara (Singularity) and Javik (Pull) for most of the game, you will rarely use your own Singularity/Pull. You end up just spamming Throw on health-only enemies, and Warp+Throw (and maybe Cluster Grenades) on everything else. That being said, Pistols are generally better than SMGs: - Scorpion (Sur'Kesh) can be good for its stagger when it hits.
- Executioner (DLC) because it is essentially a Mantis/Widow sniper rifle in handgun form.
- Acolyte Pistol (DLC). It is a charged-shot weapon, but it has a crazy 500% shield/barrier multiplier (meaning it deals 5x damage to shields and barriers).
- The "real" Suppressor (Citadel DLC) is always good if you can score headshots. (In the Ambush section of the Citadel DLC, you get a "fake" Suppressor that is nothing like the "real" Suppressor. The "fake" Suppressor is a noticeably a lot heavier, and I think it deals less damage.)

Best weapon? Don't know since nearly all my adept playthroughs I only use powers. I have at times used a Mattock when playing adept.

If you're not past the end of Mars yet, then leave the Predator in your loadout. The Executioner Pistol, in particular, is too slow to bring down Dr. Eva and you burn up some time switching to a different gun. The simplest is just to use the Predator to that point. My standard loadout for any class except vanguard in ME3 after that mission is to only carry the Indra and Shuriken. The Shuriken is a backup as I basically use the Indra throughout and find it works find both at range and mid-range. As others have said, the Adept mostly uses powers anyway so it doesn't matter really. Of the pistols, I like the Suppressor the best, but you won't have access to it on a first playthrough until after you at least do the first part of the Citadel DLC.
ETA: I honestly can't remember if the Indra is available in the straight vanilla game or if it was part of a DLC weapons pack.

Weapon balance is somewhat similar to MP for non-DLC weapons, so from that standpoint if there is something you like in MP it is probably ok in SP. Many of the DLC guns are better in SP than in MP, even if they are good in MP.
For instance, Suppressor is probably the best gun in SP, especially if you can get headshots, but the base damage is so high that really only matters for ammo efficiency rather than kill speed. Lancer is pretty good, both require you to complete Citadel DLC.
The other DLC gun I would mention is actually the Blood Pack Punisher, which also has much better base damage than in MP, and is one of the best DPS guns for SP. It is also light. Overall, slightly better than the Hurricane.
For vanilla game weapons, Wraith is good. I like the Saber as well, but you get it too late without modding. Crusader is another option if you have the delay fix and can aim. Arc Pistol is another later game option.
I also do not think it is all that important to keep PRS to 200%, at least if you are taking a decent weapon for the weight. There is a huge difference in loading up on three or four crappy guns and taking one heavy, excellent gun.

You better off having a light assault rifle for it. A cerberus harrier is OP so that would be good. A Saber is great (even just for the sound it makes) but you only get that later on in the game. Honestly for SMG's I thought the hornet was pretty good as well. Maybe the N7 Valkry.

I recommend the Phalanx as a go-to pistol. You get it early, is very difficult to miss; and as the description says, it hits like an assault rifle. Excellent clip-size, great accuracy, and it upgrades for cheap.
The Eagle is basically the full-auto version, but it's a bit less powerful and the recoil is a bit higher.
Between the two, if you have James' Incendiary Ammo squad version, then the Eagle might be the better choice since the fire effect will "stick" much faster. But if you have an SMG, then carrying the Eagle might be a bit redundant.
The Talon is a great choice if you want to try something like a shotgun but don't want to lose those excellent pistol mods. It's heavy (for a pistol) but still comparatively lightweight, so it makes a great solo weapon or paired with an SMG kitted out with Ultra-Light Materials.
For SMG's, the Locust is a good all-rounder, but you don't get it until late, so it's more for a NewGame+.
The Hurricane is insanely powerful but the recoil is equally so. It works best on large targets like an Atlas or Brute, just aim low and fire.
For shotguns, I absolutely recommend the Eviscerator. Very powerful, 3 shots in the clip, fast reload, excellent range, AND light enough to carry another lightweight weapon? Yes please!
The Scimitar is good too. Low power for a shotgun, but has incredible stagger; great for buying some breathing room.
Sniper Rifles aren't a good fit, but the Valiant is a decent option with it's high power and near-instant reload.
Assault Rifles can work, but are a bit heavy, if you must have one, go with the Avenger.

I only carry a heavy pistol on my Adepts. That's just for fun, trying to shoot enemies caught in my singularity before the gravity damage kills them. Weapons have no practical use for an Adept. Adepts are so power heavy that their abilities are far more effective than any of the weapons. Just make sure your team has powers to take down shields and you should be golden.

Be happy to share my preferences for an Adept weapon loadout and strategy. You are correct that most of your focus should be on keeping the cooldown bonus optimal. However, it doesn't necessarily need to be 200% exactly due to the fact that recharge bonus' have diminishing returns. If you wanted to enter missions with, say a 150% cooldown bonus from your loadout - you could and would still be effective as a caster and detonator.
With that in mind, if you wanted to carry an assault rifle, you could use the Mattock. My Adept had it for most of the run. It's a great all around gun because it is accurate, usable at any range, easy to fire from the hip, and great against armor.
That being said, pistols are my favorite weapon type in the game. I wish I could bring 2 into battle. As a biotic, you really want a pistol in your hand because of the synergy with the power magnifier mod. My two fav pistols are the Talon (150% bonus vs barrier/armor) and the Scorpion. The former because as a classical Adept (I assume you're not going with an unconventional build), you will want to maintain your distance on the battlefield to optimize crowd control. The Talon is handy in case you're forced into tight quarters (Omega, Earth) or get flanked (Geth Hunter, Husks). Fantastic stopping power especially when paired with squad ammo (James, Ashley).
As for the Scorpion, it's the best pistol for bosses IMO. The gun is accurate, can stagger and ammo power success rate is pretty much 100% on hit. I use the Scorpion against the bosses that rush you, such as Geth Primes, Brutes and Banshees. When they get close, or when a Banshee is charged, you'll want to unload a few rounds, turn around, run and find cover to keep distance at a maximum (again assuming this is a classical Adept build).
If you ever feel like mixing it up with a sniper rifle, shotgun or assault rifle just for kicks - you can on the N7 side missions, which are a shorter and easier missions. I may be an Adept, but sometimes I just want to shoot the Saber at Cerberus.

After playing Andromeda I have no interest in 'git gud' in 3 at all anymore - and thats why I'm of that mind, just camp with powers its better than moving and shooting in the game.
