Happened so far: -Old KBM and Orico HDD carry over to the new PC -> One of them has to be the culprit -everything is fine for a long time -Flashy behavior returns -> New KBM -> Flashing persists -> Orico enclosure is beginning to looks sus. I would find a replacement for the Orico asap. And just a long shot, but you never know: Are your PC and HDD enclosure connected to the same wall socket, or to a same extension cord that has multiple outlets? No, but they are both connected to the same UPS/BatteryBack-up/Surge Protector.....from APC/Schneider Electric.
I will keep trying things and will bear your suggestions in mind; truthfully I had not considered the HDD Bay because I so rarely use it. Such as printers and monitors. So when we suggested Bunny to disconnect all his USB devices when he had the problem two years ago, we meant physically unplugging all USB devices.

Even a USB device in a low powered state or standby state shouldn't be carrying enough power to be recognized by the OS. If it is then something is indeed wrong and if there is an error causing or being caused by a phantom USB device or a messed up driver. The Device Manager should have been checked long ago.

And you know what Windows does when you try to force and abort a shut down: close windows. Is it this? I doubt it. But its a hypothesis worthy of testing if the Keyboard doesn't hold true. That said I really do hope its the keyboard since the other things are just so expensive to fix. I will pray that the end result doesn't destroy the front ports. Can you still the use the rear ports for anything else like say plugging a speaker into or does it cause the issue?

My theory is that Windows wrongly recognizes his Orico HDD enclosure as a USB 3.0 monitor. That's why it's causing the screen flickering. Believe it or not, a lot of USB devices still communicate to the USB controller and Windows even when they're in a sleep state. We don't know for sure what exactly is causing the screen flickering issue. It only takes a second to unplug a USB cable so it's definitely worth a shot.

I know it's not the monitor and instead it's your Windows that's freaking out. To troubleshoot an annoying intermittent problem like this, it's important to think of something that your current PC has in common with your old PC and root out the cause. It's probably not your monitor, because you're using a different monitor. It's probably not your keyboard or mouse either because those are also different. The motherboard is different as well. Let us know. For now, I'm guessing it's USB related or a software that you use. Could it be the Orico HDD enclosure or your Cooler Master PC case? Maybe a faulty app? Have you tried unplugging your USB devices one by one when the problem occurs? Anyway, it's very easy to share the videos. Just up load them to YouTube. You can also make them unlisted if you want.

Good morning. So this morning (Sunday February 26th 2023) I switched out the wireless KBM for my Razer and Logitech G502, and I plugged them into the front ports. At first the *flashing* remained absent. Then I brushed something on the Mouse and it happened. So I uplugged it and it went away. Then I reloaded the page I was on, plugged the G502 back in to the front left-most port and *viola* it instantly happened again almost the very moment that I plugged the mouse into the front left USB port. I tried using the Mouse, navigating to various webpages, and the flashing continuously occurred just using the Mouse alone.
Now I've switched Mice completely. I've decided to switch to the EVGA X17 Gaming Mouse that I bought last year. I've plugged it into the front port and the flashing has vanished. I'm tempted to try the rear ports, because maybe it's not the Motherboard ports at all....maybe, just maybe it was the G502 all along....
OK....so it's now 8:50 a.m. and I JUST tried moving the EVGA X17 to one of the rear ports of my motherboard. Another interesting development: Windows detected the Mouse and installed whatever it needed to (fine). I could move the mouse, and the pointer would respond accordingly (fine)....BUT, when it came to clicking left or right, opening programs or bringing up the Windows sub-menus......NOTHING. No response when clicking at all. SO, I moved the X17 back to the front port and behaviour and functionality is again perfectly normal.
So now....While I do think there is something about the G502Hero that is an additional factor in the big picture, I am now certain that my rear USB 2.0 ports are defective.
Just an interesting point about my new EVGA Mouse: the body of the X17 is much smaller than the 502 and the X17 buttons are longer and flatter....In terms of the feel in my hand, I much prefer the G502 at this point or even the Wireless, though I've always used Logitech Mice. I guess it's alll just a matter of what you get used to.
New & Interesting Update: At 12:20 p.m. ET, I decided to try some Gaming with my EVGA X17 Gaming Mouse, see how it compared to gaming with the G502Hero. I loaded Fallen Order and right from the first section of gameplay after the Droid Foreman give you the job on the hauler clamps, I experience a TON of input lag (to the point where it freezes for upwards of 8 ful seconds). No mater which way or how I move the x17, the game freezes every 4 seconds.
So then I swap it for the wireless logitech that I had been using for the previous two weeks.....and the gmeplay and screen motion is smoother than butter. I thought maybe it's system resources so I Alt-Tab out to Windows and close down some non-essential stuff, and plug my X17 back in. Instant Lag/Freezing. I close down the game entirely and restart it.....still using the X17......and still getting screen-freezing. So then I switch back to the wireless logitech. Gameplay returns to being smoother than butter.
SO now I'm question if there's someting wrong with the X17, too, or maybe the front ports?
12:42 to 1:45: I loaded both Shadow of the Tomb Raider and then Rise of the Tomb Raider (using my X17 plugged into the front left 3.0 port on the case) and both games are buttery smooth.
I'm really not sure what's going on with Fallen Order when using the X17....
So I loaded Jedi Fallen Order again......and instantly when using the X17, I get screen freezing to the point where the game is unplayable. But the instant I take the x17 out of the front port and put the wireless mouse back in the same port....the Jedi Fallen Order is so very smooth (as I would expect). I really don't know what is happening.
I've tried numerous games......Both Rise and Shadow of the Tomb Raider play just fine, but Fallen Order, ME 3 and ME 2 all have crippling screen-freezing when using the new X17. But the instant, the very instant I plug the wireless logitech in.....the gameplay in those games instantly becomes as smooth as would be expected.
This is all very, very strange. The X17 is brand new, and it seems to be perfect for all other uses. Why in these game titles would it produce crippling screen freezing?
More Troubling Troubleshooting 2:00-2:30 pm ET. I decided to swap Mice with my Dad; he uses the Logitech G402. I got it and plugged it into the front port of my case, then booted up Fallen Order. The screen freezing was gone during a full 10 minutes of play. So then I tried ME 3, and even with the G402, I didn't get out-right freezing...But I did get very bad stuttering and jumping. The same with ME 2. But with ME 2 and 3 and Fallen Order, even with the Tomb Raider games, the instant I plugged the wireless mouse in.....the gameplay was smooth.
Since 2:30 today I have been using my Razer BW Keyboard and the Logitech Performance MX Wireless Mouse together and have had absolutely ZERO issues of any kind (both are plugged into the front two ports of my case). As this is the configuration and peripheral setup that is working, I'm going to stick with this for the far foreseeable future because there is clearly something wrong with the EVGA X17 (not sure why because it's brand new, only used once previously for less than 10 minutes last year)....But it has clearly demonstrated its own issues today.

Yeah, I was gonna recommend you to use the driver for the X17 as well. Maybe you should just stick with the Logitech Performance MX for now. I don't understand why you're having the same weird issues even with different or brand new hardware. I've never heard of anything like this to be honest. I guess I'm just lucky that all my PCs work perfectly. PC hardware and modern OS are so reliable nowadays, I can simply leave any of my PCs running for weeks without crashing or ever seen a BSOD.

Energizer Bunny 211 Very strange. Looks like the mouse and the Keyboard are USB 3.0 only. The front ports plug into your motherboards USB 3.0 hub header. It has to be a carry over -which if not one of the things already discussed must come down to some software. According to Bunny, he did a clean install of Windows on the new PC as well. Unfortunately he hasn't really replied to most of my inquiries. So I don't really know what was carried over from the old PC. I guess I'll just move on. Good luck.

it is not the Monitor that is flashing I know it's not the monitor Well I didn't, I thought it was the monitor flickering. That changes everything. This. It has to be a carry over And this. It's a software glitch, and we are not going to be able to solve it without error logs.

I do read them and I do try to follow advice of everyone who gives it. But I generally only use my PC on weekends, and lately most of that time has been spent troubleshooting...not actually being able to use it for any enjoyment. I certainly dont understand it either, and save for everyone here on the BSN who has been very helpful, no one else I have spoken to (people at Bestbuy, Canada Computers, my IT Guy at work) has ever seen this weird flashing behaviour nor have they any idea of what the cause could be. Im really tempted at this point to take it back to Canada Computers for a tear-down, analysis and rebuild. Thank you to everyone (Vanguard, BMW, Dragon, Sekskil, Rewind and many others) for all the advice and assistance.
