So I recently downloaded ME3 via EA desktop as it comes free bundled with xbox game pass ultimate. After downloading the game however I discovered that only DLC that you can get via EA desktop is the from ashes single player dlc. The multiplayer content isnt available currently on EA desktop... I then downloaded Origin and discovered that the standalone game is free for me via game pass/EA Play but in order to get the multiplayer DLC I would have to purchase the Mass Effect 3 DLC bundle which bundles all the single player and multiplayer content together. My question is, was this always the case? did you always have to pay for the multiplier content on PC? Also will the dlc content come to EA desktop (which I believe is supposed to be the replacement for origin)?

Get it from the Origin client, not in-game.
Origin, click on ME3. Below the play button, click on the "Extra Content". A bunch of DLC's should load underneath (sometimes it glitches). Click on the 5 MP DLC's (and extended cut, and whatever other freebies you want).

OK let me see if Origin will actually let me download, it was asking me to buy despite having ea play so I suspect I somehow need to connect my origin account to the EA desktop somehow

How does it work if someone has the game from steam? Do they still play with the people who have it on origin?

Yes, Steam and EA Play versions are common to Origin and require Origin accounts. Bit judging from the # of complaints on EA.answers, Steam has issues (mostly worked out??). And seems like lately, more and more people are having connectivity issues where the client(s) may not recognize your rights properly (for multiplayer, free or paid for DLC, etc.). Usually, it can be worked out. There's one guy on EA.answers who is very helpful in that regard.
But hopefully, it works seamlessely for you all from the get go and dob't have to deal with that.

So Origin doesn't recognise that I have EA play via EA desktop so its saying I have to buy Mass effect 3 via origin, I can't simply download the dlc and the dlc isn't currently offered by EA desktop.
This is ridiculous, why isn't there a direct connection/tracking of services and game libraries between EA's 2 game launchers?
Why does the newer game launcher not have the multiplayers dlc's. Thats already ringing alarm bells

Interesting, I wonder if sending the dlc files actually worked (wasnt any further mention on the thread) its just an overly convoluted system EA have here, you would think a big organisation like them would be able to synchronise their 2 game launchers but a little digging on the internet suggests this is a long term issue. As I have said before my biggest concern here is buying ME3 and shortly after EA decides to close the servers down (them not having the multiplayer DLC's on the supposedly replacement launcher doesnt fill me with much confidence)

The only way I see this working is if you install the DLCs from inside Origin by clicking the “extra content” tab from the game menu in Origin. I know the first option you’ll see is the one with the DLC bundle pack, but if you scroll down, iirc, you’ll see the MP packs which are free to install...

Welcome to the world of EA and Origin [sigh]. To be fair, the EA Desktop app is called a "Beta". But that's a fair as I'll get. Origin is well known to be crap. And why they need yet another app, I don't know. That aside... I have ME3 the "normal" way, on Origin. I also made an alt with a cheap 1-month EA Play sub. They offer these occasionally for $.099. If you can score one of those, you'll be able to get the DLC through Origin client. At least that's how I did it 2 months ago. Don't know if they've since switched EA Play all to this new (crippled) EA Play desktop app. I also have Game Pass Ultimate. I can access my full ME3, including DLC, via EA Play app with it (can also still play via Origin). Of course, the DLC is already installed, and I have the rights from Origin game, so this doesn't help you. Lots of hassle, I agree, but I think your options are: 1) Buy game on Origin, install. Refund 2) Find/wait for cheap EA Play one month deal. Install on Origin. 3) Find the DLC somewhere. Maybe you won't need the dll bypass? If you do, there are links to that, or you can load ME3 Mod ManagerLots of hassle, I know

No thats the problem, even though its the same account I'm using, origin doesn't recognise that I have ME3 downloaded via EA desktop so in order to play via origin its asking me to pay for the game and re-download. Basically if there was a library sync between the 2 launchers I dont think I would be having this issue

If you do, there are links to that, or you can load ME3 Mod ManagerLots of hassle, I know Honestly if I do make the plunge and buy this game again I might just get it via steam so I dont have to directly deal with origin Honestly TBH I find Origin less problematic than Steam but each t otheir ow nbu teac ht othei rown I guess but then I own all my EA games through Origin.
