Demiurge made the DLC … they also ported ME1 from Xbox to PC (and it wasn't a very good job, TBH … sound was borked and PC graphics were … *ahem* … less than optimal). I don't know what kind of contract BioWare made with them, whether BioWare paid a flat fee, a cut of the sales or both. But BioWare owned the source code.
Demiurge may not have gotten any financial benefit from the remaster, even though they did the original port from Xbox. My guess is that Unreal and other licensed software used in the game, the contractor BioWare used to do the remaster, along with residuals for VAs … that's who benefitted the most after EA and BioWare got their cuts.
Not stated, but this is my guess … the handoff of the Pinnacle Station DLC source code was sloppy and both Demiurge and BioWare dropped the ball in that regard. So the PS folks never got the DLC and it fell to the modders to port the "cooked" game files from ME1 to LE1.

Pretty accurate, thanks for this potential behind the scenes, this should require an exposé but, is there a gaming journalist out there that wants to do this investigation?
