That scenario has the same problem as the current one. Although, as I mention, I believe it is a Reaper motivated journey even if only Jien Garson, Papa Ryder and several ambiguous investors know it.
But in your version I have to ask: Why are they going to Andromeda if they already won the war???
Because they want to explore and the technology they now have gives them the capability to do so. So you're saying they have explored the entire Milky Way? And discovered all races and cultures in our own galaxy?

Hmm... I was wondering if they discovered a means to travel galactic distances using the Citadel but needed to establish a relay in the Andromeda Galaxy to allow two way travel. Cerberus has limited use, I'm more thinking they got a few agents aboard but nowhere near as many as they would need to properly rebuild their organisation so they'd need some means of recruiting more help and a reason for it. The Arks must have taken ages to build longer than the ten years between humanity finding the Mass Relay and joining the Council? Clearly if this is really set between Mass Effect 2 & 3 did they have 5 Arks built in time for when they're launched and humanity was given one of them as a result of their joining the Council so its not because of the Reapers but an actual effort by the Council to repair ties as well as try to recruit someone as capable and reliable as Shepherd to improve their chances of success? Nothing stopping them from having a DLC where we learn why Ryder Father was selected maybe a meeting with Shepherd and an adventure that's set some time after the end of Mass Effect 2 but before the Arks were launched... OH what if its set before the start of Mass Effect 2 maybe when the Normandy is attacked and Shepherd thought killed its because he was about to be assigned to the Andromeda Initiative and the Reapers intervened thinking that would curtail the program but all it did was switch to a fellow N7 candidate and they immediately launched once ready instead of hesitated any further as they didn't know who was responsible for Shepherd's assassination? People are way, WAY to tied up on everything having to be connected to Shepard. Shepard was dead when the recruitment video went live and they started publicly recruiting at which point Alec Ryder was already apart of the mission. Why would Alec Ryder need to talk to Shepard anyway? Alec Ryder was part of the original task force that went through the Charon relay with Jon Grissom. Completed N7 training him self probably before Shepard did considering his age. Also Charon relay thing was 2149, we joined the council in 2183. That's 34 years, not 10. The project got started 7 years prior to being on the council. Seriously these questions your asking are all answered already. The project wasn't started by the council, it's privated funded/started. Yeah it's a joint project, or became one anyway as more people got on board. And it doesn't take place before ME2. It's after ME2, before ME3. The recruitment videos are 1 year after shepard dies (hes dead for 2 years) during ME2 timeline. I'd recommend reading the gameinformer information Shinobi posted, theres a thread on it and looking at the AI site again. It dates things.

Which is entirely new territory to find. Analogous of building a house. Once you have the workers and all the materials needed it is nothing but a matter of time before you get the house. Going to the Andromeda galaxy is more like being the first man on the moon. Not really required to happen but the exploration and learning of new things is there and a draw.

Reaper tech opens up the possibility to explore beyond the galaxy. Which is entirely new territory to find. Analogous of building a house. Once you have the workers and all the materials needed it is nothing but a matter of time before you get the house. Going to the Andromeda galaxy is more like being the first man on the moon. Not really required to happen but the exploration and learning of new things is there and a draw. It's no newer than anything new in the Milky Way. Protons, electrons and neutrons. That's the entire universe in a nutshell. There is nothing unique to be found in Andromeda that could be construed as "more newer" than anything we still haven't discovered in the Milky Way.
Are you implying that travel to Andromeda is just as easy or, at least, significantly less time consuming and impractical than it's being presented in ME:A?

I totally agree with the OP. This 'Andromeda Initiative' is just a deus ex machina moment. Bioware needed to revive the Mass Effect franchisee because it sells, you know, so they came up with this nonsense called 'Andromeda Initiative'. It less complicated than salvaging the ending of ME3.
Now we have these huge vessels (one of which is apparently almost as big as the Citadel) and arguably the greatest venture known by any species in the Milky Way, still, the whole thing takes places in parallel to ME1 and ME2 and no single NPC in those games has a clue about the Andromeda Initiative! I mean, are you serious?

The galaxy has been altered by several million years of Reaper intervention. Andromeda represents an area uncontaminated by their meddling. The ability to see a galaxy that was able to develop that way would be an interesting thing to see. I'm saying the technology to allow travel to Andromeda makes significantly more sense. More advanced computer systems, better propulsion systems, the capability to create a link between galaxies to allow travel at much more realistic times that doesn't just turn it into a one way trip for life. The weaponry to take on the civilizations that by this point should be close to Reaper level tech.
