When he asks you probably don't ever want to see me again, and I say 'yes'

My main romance is Liam and started the Reyes stuff after I did the couch kiss scene but before doing the 'become more serious' scene with Liam. You're still able to do all the Reyes romance stuff at that point, but that final option with Reyes after the High Noon quest is what locks you in to him. And if you get locked in to Reyes, you will no longer get flirt/romance dialogue with Liam.

However, you can do all the romance stuff with Reyes up to that quest, then do the 'become more serious' thing with Liam, then go back and do High Noon. This changes Reyes dialogue to non-romanced but you'll have been able to experience the rest of it. So it seems like any time you 'commit' to someone it just completely cuts off any other romance you had, but anything prior to that moment you can get away with. I'm assuming if you tell Reyes at the end of High Noon that you're done with him instead of saying you want him that also won't affect your other romance since you don't go through with the commit, but I didn't test that specifically.
