I would go with something like this.Use Incendiary to prime enemies and then detonate it with Incinerate for Fire Explosions. Decoy isn't really needed but I think it is a fun power that will occasionally get useful and I would use Energy Drain as a survival tool anyway, so more points in Fitness aren't really needed. Instead of detonating your ammo, you can also create Tech Bursts with Energy Drain (Primer) and Incinerate (Detonator) or Fire Explosions with Incinerate (Primer) and Energy Drain (Detonator) on shielded or synthetic enemies. For weapons, I would recommend Pistols like the Arc Pistol, Paladin, Talon or Scorpion, but SMGs or some shotguns can work too.

I always just miss these things. Who takes baths besides old people and babies? Salarian injin hmmm? Decoy is not my thing, like on geth but energy drain. Max other 4 and just use Shuriken + explosive ammo.

Talon or arc pistol. Skipping decoy is stupid IMO; it's the one teammate you can depend on. He's a completely awesome character but seldom seen anymore due to people hating on him after his farmer frog days in FBWGG. Put him in a forest green camo print, this is an important step to success. I generally run around, energy drain then shoot in the face of everything humanoid. Keep decoy out to split aggro a bit. My main advice still remains forrest green camouflage, you're frog will thank you and spawn many Salarians.

Mantis SE I normally go either Venom or Scorpion with him, but occasionally I will snipe with him just because it's fun. I've also had fun using him with the Adas and the Saber. The Lancer and Falcon work too but I prefer the other weapons I mentioned. As far as Decoy, since it distracts Phantoms, it's worth whatever points.

I usually go 5/3 decoy/fitness because I think more weapon damage from passives is better than the last rank of decoy. Just make sure to take the AoE stun.
Decoy is worth it for attracting long range fire, distracting geth, and driving phantoms mad.
Incendiary Scorpion wins on multiple levels, but most weapons work well on him.

I like going through Decoy 5a also. But I go for a combo-centric cryo ammo build: TBs, CEs, and an occasional FE Very satisfying to land a TB on a Marauder/Poss'd Collector/Nemesis/etc then freeze them solid.

Is there a definitive list of what enemies pay attention to decoy and which totally ignore it? All I know, is I fall for it every time. I think that someone else is there beside me, then I wonder why he doesn't seem to be doing much damage to anything. Turn and look at him to see if he is doing anything. Oh.

Overall I don;t like the ability, if I want to torment geth may as well use a drone imo. I tried it again in a few games last night and it was not that helpful at all especially vs the reapers.

Think of decoy, drone and turret like cloak if you're using if from cover. Set it and wait a moment then move. Aggro is kind of like this: enemy begin attack iteration, will not refocus until iteration stops so if you decoy or cloak while the enemy is still executing their attack you will stay the focus of their attack, the longer you're the focus of the attack the closer the enemy gets to lock on where accuracy increases, also the more damage you take the more likely that other aggro will shift to you BC being wounded makes you a higher priority target. Hopefully that will help some increase their defensive use of decoy, turret, drone and cloak for that matter.
Reapers are fun with decoy to a degree. Husks and abombs ignore it I forgot those. Banshees ignore but will scream nova if it's close over and over which can be helpful. Brutes ignore it that I've seen. Ravagers are funny because if you prime them then set decoy on top they will puke on it and give you a nice fire explosion from decoy explosion. Marauders and cannibals draw to the thing like a moth to a flame but marauders are annoying as fuck because their AI is campy as hell. They like to sit back like opportunistic fucks and buff cannibals with blood armor while the rest of the reapers blitz you to push you out into marauder fire. Decoy is still great to sit up while you're move by across these killzones if you have the time. Geth scanner definitely makes it easier to know when to sit up. Hopefully this will give a little more help with decoy as a fun power and useful power.

Decoy is a very useful power on Platinum difficult,especially for solos or duos.One of the easiest duos i've ever done on hydra was with sal eng with decoy.If you play on gold,then skip it,but for plat could be very good power.Everything depends from your playing style.
