If the cap is 20% we'll be fine. If it's 100% then they screwed up. Maybe they'll be able to change it through balance changes if it gets bad enough. If they didn't keep that capability then we will end up with stat padded douche builds again

Certainly engaging in that time-honored BSN pasttime of assuming the worst and hoping to be proven wrong. We don't know enough about how the system works yet. If, as you pointed out, we can only take one at a time then it won't really be a big deal as long as the caps are fairly low.

Too bad they want us to reset a character from 20 to 1 if we want to reallocate points. I would have prefered to respec my points without going back to level 1. Respec cards is still here, like in ME3MP

I don't think this is going to be a huge thing. At least I hope not.
It appears you can only have one, most are defensive except for power recharge, and it is a shooting game after all. In ME3MP weapon damage always trumps power damage when building your kits, with maybe some rare exceptions like the ACA.
I think it's mostly going to be "which type of bonus does your pug think is going to help him not die every 5 seconds", and maybe at max bonus he will live for 6 seconds. But for those of us on BSN there's not going to be a whole lot of difference. I imagine we'll all just take the power recharge and forget to ever change it out.
Incidentally, if I'm interpreting this right, the bonuses are more like an equipment piece, and once you "equip" it, it gains xp. So you "level the bonus", and the bonus has a max level, which is what caps the bonus.

This is my assumption based on the information presented.
In the screenshots of the Human Vanguard and Infiltrator both characters only have one bonus stat(max health/health regen), and based off of the above tweet I imagine you have to pick one stat; that stat will only level up if it is selected. Since it takes 2,127,000 xp for level 1 bonus stats you'll have to get the xp requirement of a character from level 1 to 20(promoting them essentially).
In DAIMP you would have an attribute increase by 1 per character promotion, and the attribute affected would be determined by the characters class.
Warrior = strength/ Rogue = cunning/ Mage = willpower
In MEAMP you can increase the bonus stat by playing any character as long as the desired stat you wish to level is selected. Unlike DAIMP you don't have all bonus passive stats active at all times with endless increases(cunning has a soft cap of 200 because the stats increased by it were capped at this point I believe, correct me if I'm wrong); instead you only have one stat that has a cap. Also resetting a character's level is optional.
Jessie Lam @axl99 @tibermoon Is there a way to recall previous build settings of a character/class you made then prestiged later so you can tweak as needed? Ian S. Frazier @tibermoon @axl99 You don't promote up kits like you did in ME3 (this mechanic replaces that), so they won't get reset unless you choose to reset them.

Got some more clarification on the bonus stats: Q: When you select a bonus stat for leveling is that also the (only) one being applied in combat or are all bonus stats active?
A: You don't select them. Which stat gets leveled is based on which character you're currently playing when you earn XP. Once earned, all bonus stats apply to all characters.
