I think it's really cute? From the scolding way Suvi reacts to Ryder's flirting, I think it's meant to be taken as cringey and awkward flirting, since Ryder is flustered here. It's not "wow the writers really think this is smooth flirting," so much as "some people are just really awkward when they're attracted to a girl."
And yes, I've known people who act this way around crushes. Hell, I'm probably one of them, too.

Bioware romances has always been full on cheese, it is one of the things that make them great. There are probably a lot of human moments to them aswell in Andromeda. |

The animation kills the scene. The voice acting is fine, the dialogue is okay considering she looks fresh out of college. But why does her head look so stiff? Her eyes are moving around normally, her lips are in sync, but it looks like her neck is stuck.
