The problem with modding in DAI was replacements for what is already there. As far as I know, you couldn't add new hair, clothing or whatever, you could only replace what was there with something different. I doubt modding for this will be any different and that is only if the tools created for DAI work for MEA. I don't know if the dev of DAI tools is working on one for MEA? If they have to create one from scratch, it could be a long while.
I doubt very much that modders will be able to do anything with the CC. Replace already existing hair or maybe textures, cosmetics and so forth, but not much else. Then you run into the problem of DLC that is encrypted by Bioware so any mods installed may break with DLC and can't be fixed to work with it. This was a big problem in DAI. Some would work, but very little.
Bioware doesn't like their games modded anymore and that is pretty apparent. Their games are designed around consoles with a courtesy port to PC and nothing more. Consoles can't take advantage of those mods so Bioware isn't going to do anything extra for PC users so they can have a easier time modding.
Just look at the type of mods you have for DAI and that is most likely the type you will see for MEA, if any.
