In ME3, it helped get your N7 rank up and I think it was necessary to do some challenges.
Here, your APEX rating goes up significantly by doing all kinds of stuff such as leveling up characters, gaining weapon levels, completing challenges, extracting etc, I am close to APEX rating 700 and havent promoted a single character, and I heard promoting one character only gives you 25 APEX rating, which is close to nothing for how long it takes to level up a character to 20, they said before that resetting gave a stat boost to all your character just like in DA:I
HOWEVER...
That stat boost happens regardless as you keep gaining experience with a specific character, IT IS NOT NECESSARY TO PROMOTE A CHARACTER TO GAIN POINTS IN STATS.
Therefore, promoting doesnt give you anything valuable other than a minuscule APEX rating, that you can get up by doing so many other things
They have to fix this, there is no incentive to promote with how the APEX rating works right now, in ME3 if you didnt promote your N7 rank almost didnt increase at all

Good. I never liked the promotion system anyway. With how hard it is to level up characters, the less reasons for promoting, the better. Clever bastards,they didn't add XP cards for nothing.

Respec.
It takes me, at maximum, 4 MP games to level from 1-20 in ME3MP.
I enjoy the challenge of currying the team with a level one kit. In gold, I can go from 1 to level 9-13, usually 11, in one match.
This is not to brag. This is to tell you how often I get to build and rebuild characters, and experiment with different builds, without using money/currency on respec. Those are two reasons to promote.

But if you promote you go back to level then you level up again wouldn't that in turn increase your apex rating even more lol?

Yeah, it ultimately may not matter when everyone is level 20, but it's still annoying to not have the ability to spend those points however you see fit at low level.
