As a Southerner, I find it more frustrating (and amusing) that literally the only person in the entire series with a Southern accent went something like "Whoo, doggy, howdy-do, I'm from TEK-sus!" Slim Pickens voiced an ME character? Pretty much. It's that merchant on Havarl. She also has a hat of approximate Yosemite Sam size.

The intentional obnoxiousness is definitely authentic Texan. Haha. It just makes me when people are like nitpicking "Hollywood African" accents (when Jaal's VA for one is of Zimbabwean descent and grew up partially in Zimbabwe) when they got some I assume Canuck in and asked her to channel Foghorn Leghorn.

That doesn't matter. 1. Presenting a uniform sound strengthens the impression of this "other" and "new" race to us, considering the shallowness of their presentation overall. If we were going to go deeper into exploring angaran culture and society, then their identity could've been strengthened in other ways. As it is, as with Salarians and Krogan and Turians, etc, presenting a uniform 'sound' is often a sure way to impress upon players a suspension of disbelief and cursory recognition of the species. 2. You aren't even hearing the actual voices of ANY aliens in the Mass Effect franchise, as everything is translated by AI and the universal translator. In my headcanon, the AI or universal translator actually creates a 'unique accent' or uniform 'sound' for each species in its own programmed way to communicate the particularity of the species talking to you. Imagine aliens - why assume they'd even use vocal chords like we do? For all we know, Garrus communicates by whistles and clicks. Or Angarans communicate by electromagnetic waves. And it draws on... players' distant experiences with educational software and other geeky memories in which electronic databases and programs would ascertain tropes when giving a 'big picture' on diverse characters, in Disney and etc. It's a way of media language that's hard for me to describe but it's simply more effective.

I think accents should always change in video games because mono-language and culture in aliens ticks me off.
The fact they have different accents and the translator picks that up is awesome.
