After trying for roughly an hour with a friend before seeing on here others having the same issue that a game won't populate when you're in a two. We quit the game, hard reset, checked out nat settings. You name it.....when tried it & the game just simply doesn't fil the other two places if you're in a two man team. It's also nothing to do with poor connections, I have about 80mb connection, my friend the same & we live 15 mins a part.
Also loading into a game doesn't always work either, it was rather hit & miss.
Now loading in a 3 which I tired the game will instantly find a fourth player, tried this yesterday by inviting one person at a time...the second the third player joins the last spot will almost instantly get filled.
It's surely a bug in the game preventing the other two places getting taken up.

Trying to figure out why I can't host. Obviously some people can, since I can join a lobby in seconds. I tried to see if starting the game alone would have people join the game, but no luck. I did make it to the objective wave a couple times before getting killed though. Do they have a technical support board somewhere? You can host, just start the game by yourself and shoot all the things until back up arrives. Still doesn't work... I tried this yesterday and I was able to solo two bronze games without having another player join so I ended up just giving up and dealing with trash host connections.

I think it works on a queue system more than a match making system. As I guess it works there are two queues. One with running games and one with lobbies. So my best guess on what happens when a person hits quick find match (matching settings is assumed in all steps). 1. Find oldest (as in original lobby creation time) running game with slots open and decent host to you. 2. Find oldest lobby by the creation of the original lobby (which can be days old with rotating hosts) with decent host to you. 3. If no lobby with decent host is found, create new lobby with you as host.
So the problem with a fresh lobby is that it is last in the queue until a previously opened lobby dies and an even newer one is created. People leaving the older lobbies open up spots there pretty often, making new lobbies need to wait longer.
I could be wrong but it matches my experiences.

Something is borked. No problem jumping into others games (literally takes a second to find lobby with three others in it), but when hosting noone joins. Same for my friends. Only invites work. It used to work fine and be super quick. Biower pls 2 fix.

Well, fwiw, just to add my experience -- created private lobby to invite one friend then set to public; waited few minutes with no joiners, duo'd wave 1 then got pug joiners beginning of wave two (this on PS4)

Well, one player solo queuing for a match and inviting won't work very well -- public matches seem to fill nearly instantaneously. So much so that I've been getting into the bad habit of joining for few seconds to see loadouts and exiting if I don't want to play with 3 level 1's on silver or gold!

I've had the same issue since day 1. The error is pretty embarrassing for a "co-op" game. It needs to be fixed, yesterday.

The thread title reminds me of the time I tried to host an orgy party. Got all the food, nice wines, and oils......but no one showed up. I ended up playing by myself. On topic, I've always had that difficulty in ME3 when starting a lobby and no one joins. I only host when I can't find a game or I keep landing in preset lobbies but other than that I quick search. GRAAAAH. INB4 PICS OR DIDN'T HAPPEN, MMMMM TOASTY! USED MY BIG MACHINE RRRRRAHHH!

I only tried to host once and the same thing, matchmaking is so busy filling up almost full lobbies and people who start matches with less than full teams that the person just starting sits there on his/her has forever.

When my brother and I play, our lobby almost never fills with a 3rd or 4th player. However, when my other brother joins us, and we have 3 people in the lobby, the 4th slot fills instantly.
Something is definitely off with the matchmaking. I wonder of the pool of hosts and the pool of people searching is way off. Honestly, I am surprised they are not using a standard matchmaking system. Where everyone goes into the matchmaking pool, and the matchmaking system assigns host based on your host rating.

Okay, I've been having this issue (not finding people as a group of 2), and I think the problem comes from 2 overlapping issues: 1. ME3's matchmaking system was strange; it prioritized filling lobbies that were close to full rather than close to empty. In other words: A lobby with 3 players would have priority for finding the last player over a lobby with 1 or 2 people waiting for 3 or 2, respectively. If ME:A's system is the same, that would account for some of the trouble playing as a pair. 2. While I was looking for answers, I saw on another board that someone thinks the a newly-created lobby will act as a private lobby - regardless of whether it's set to public - for roughly 10-15 minutes after creation. Why, I have no idea, but this fits with the experiences my girlfriend and I have been experiencing when we try to play. Make a game, wait for 15 minutes, and then all of a sudden people join. The good news is that after that, it seems to be set to public until you leave, even after playing a game, so it's no trouble finding players after that. These things combined make it very frustrating to play as a duo. A single player can quick-match, a group of 3 has a priority for filling the lobby, and a group of 4 obviously has nothing to worry about. So it's only groups of 2 being affected I really hope they do something to fix this soon, because we don't get a lot of time to play and spending 2 games' worth of time waiting for players to join is less than ideal...

I'm actually having this issue too. I think I'd have more luck trying to host a bronze game in ME3 (ME3MP has low population and who the F even plays bronze in ME3).
So I always have to join someone else's lobby. It may be also because there's really not that many people in MP, I think; the awful balancing and bugs scared a lot of folks it'd seem.

I feel your pain! My brother and I will often play for a solid hour or two before my other brother can join us. I am not sure that 15 minute public acting as private rule is sound. We have played well over two hours and never gotten another player. It seems really inconsistent. What I wish is, we could give up hosting the game, and simply go into matchmaking as a pair, and get assigned to open lobbies with either 1 or 2 people.

If we could get a list of what ports MUST be open and such, that would be great. I can't get anyone to join a lobby... Annoying af.
