At least part of this phenomenon is that some players can cut down on CTDs experienced by hosting. For instance I CTD in about 80% of my games as client but have literally never had a CTD as host. Just now I tried to play this new kett research mission by quick matching. I crashed to desktop with eleven seconds remaining in the extraction wave. How motivated do you think that makes me to play as a client rather than exclusively hosting?
Then if you assume that this isn't happening to only me (which I view as safe considering there are responses every day here on the numerous topics concerning CTD, as well as my experience with friends I've played with), you can begin to extrapolate how removing more players each day from the pool willing to play as clients would contribute to a matchmaking imbalance. The effect of this rational risk-averse behaviour will likely continue to grow until BioWare patches the client CTD issue and it's demonstrated to be reliable.
There could be other factors feeding into matchmaking issues but attrition of the client pool will contribute to host wait times.
