The way I see it, the more immediate need is to make sure that the kett can't make any more Behemoths. On the meta level, I feel that the meeting of the four pathfinders is much more poignant if none of the originals are there.

If Raeka hadnt been female my choice wouldnt have been as one sided, but since i have a bias toward females, on top of saving the Pathfinder, i just cant condemn a girl.

I save the Scouts because Krogan Allies and I like Hayjer a little bit more than Raeka. And looking at everyone else talking about this decision it simply depends on personal preference. Do you like Raeka? Do you want to avoid those new Kett enemies? Do you think Scouts are less important than the last original Pathfinder? Do you like Salarians or Krogan more? You left one out. Do I rescue innocent civilians or a group of military scouts? Race can be ignored. For me any decent military man would pick the civilians. Why does everything have to come down to race, even in a computer game? That’s been my reason each time I did it. Raeka is a bonus but it’s just military scouts vs civilians.

The only thing that bothered me about this is that I couldn't tell Drack to fuck off for bitching at me. Really, old man? You tell me about your scouts at the last minute and expect me to let the last original pathfinder die for them? The pathfinder who saved our butts earlier during the mission? Drack is my favourite companion in the game by far, but this victim complex all the krogans have in regards to the salarians really pisses me off. That choice was clearly a no-brainer and had nothing to do with putting other species above the krogan. But this goes back to shitty writing. With Shepard we used to be able to call people out on their bullshit and use some angry responses. Now it's always 'pick one of four nice/neutral responses'. It boggles my mind how they could come up with something that is actually worse than the paragon/renegade system. What would have been interesting to me is if stronger dialogue options became available in missions based on how much of the story you completed at that point. As theoretically Ryder is becoming stronger as the story progresses. So if the salarian arc was your first arc you might only have the 4 wuss options. Last arc and maybe Shepard renegade options are unlocked. Feels like a missed opportunity to showcase Ryder growing. As the only growth is a couple archon scenes.

Just because they are scouts doesn't make them military scouts. Where is the rest of the krogan military on New Tuchanka? It's just a bunch of war lords and war lord wannabees, and then everyone else. Being a scout doesn't make one military; toting weapons doesn't make one military.

You can see the MP objectives on the strike screen so it is part of the SP setting. And warlords with thugs are a military force. And what they were on Tuchanka is irrelevant. They are an organized, highly trained for combat, heavily armed, organization with leadership and orders advancing the political aims of their country through force outside the boundaries of their nation. They can say we are not military all they want. They are military.
And as an aside your first outpost the decision is scientific or military outpost. They clearly recognize some of their forces as military even if they don;t consider themselves to have a large standing army,.
