The soldier class in't all that great unless you have a decent weapon, as it should be, but good weapons are few and far between atm. The kit simply isn't all that great...unless you have a decent weapon. IMHO, you really need something with some punch. I haven't tried soldier with the Piranha, so I may have to revisit that. If you think the Revenant is good, it's just not. It has potential if it were buffed, but in it's current state, it's just another underpowered AR.
Anyhoo, if you're going to be a sniper with the soldier, just play a sniper class. Not saying it can't be done effectively...just saying you can be more effective with a kit geared towards such a style. Again, my opinion, the soldier should be a front line class that can do just that--be something of a front line tank. An 'Adrenaline Rush' skill would be neat that includes a 100% melee boost (or more) while active. On the front line, f'n shit up, is what I envision. Oh well.

I never played much Soldier in this game so I tried it yesterday. Felt pretty meh with the Avenger, so I slapped the Charger on instead and I was just melting things, at least in till I stepped up to silver but even then it was still viable.

Slow firing, hard hitting semi-auto assault rifle. I would make a point for the RAPTOR or the Thokin though, depending on what you prefer. Thokin seems better to me, but unfortunately the fact that the plasma bullets has traveltime, Means that the RAPTOR is a superior "assault rifle". *EDIT* They also recently added the Halberd, an upgraded Mattock.

I will preface the following by saying I would describe myself as a slightly above-average player. And I'm talking in relative terms here, not comparing damage output of this with ME3 HSol is pretty stout IMO. Turbocharge is really damn tough to beat. Been playing him on Silver mainly, but took him into Gold and I did much better than I thought I would. My HSol is X and only LVL 13. Revenant and TC are really good (my Revenant is V). Concussive shot works well for me too. Granted, he sure as shit ain't Claymore HSol from ME3, but it's been the best non-melee kit I've run into so far.

So, I had pretty much written off the soldier as a long term, go to character to play. Until my last level up. I took the perk that gives a stacking damage buff with each shot fired. I have a charger VI equipped. I ran in to an ascendant all by myself. I turbocharged. I destroyed that ascendant in seconds. I sat there staring for a moment in shock...and then was promptly squished by the fiend but thats beside the point.

My first MP character, the Vanguard, usuall hits 1 or 2 spot in silver and gold. I havent touched sniper rifles at all yet.

Try the human soldier as a power class, like the cryo soldier from ME3MP. Spec for cell-powered Concussive Shot, spec for extra nades in the Frag Grenade tree, spec passives for extra cells, take spare cell capacity consumables into matches. You'll make a lot of rounds around the maps each wave stocking up on cells but you'll have huge spike damage and stagger available whenever you need it because Turbocharge will be your only cooldown power. I take stagger guns like Falcon and Scorpion for extra CC. I have 5 ranks in TC but forget to use it most of the time tbh. People thinking the soldier is just a gun handler are overlooking the potential of two no-cooldown powers.
