I only had the announcement once in 4 playthroughs, and nothing afterwards.
Only the quests that happen there (Drack, Lexi, Gil and the bartender stuff), and the thing that happens when you drink the third of Dutch's drinks...

Real life is just another stupid fetch quest.

I knew about the second one but never heard the first! Maybe it was a fix from patch 1.08? Since i finished my second playthrough the day before it.

I think Vortex is a bit broken, because only at my third playthrough did I had that bald human talk anything, then disappear later on for an Angaran doing poetry. Then nothing else happens.

So there sure is some content for Vortex, but it's not spawning properly.
