Important drafts must be tested, consumed and analyzed for their initial impressions, for freshness and uniqueness, then back to the lab for tweaking.

He confirmed nothing. You need to get used to the idea that games today aren't just 'done and sent to print'. Destiny 2 had its 1st DLC released 3 months after main game went live. As you said - that content had to be 'tested, consumed and analyzed for their initial impressions' and the likelihood of it starting way before main game's September release is quite high. So we have no idea what content they're focused on Anthem now, or what their writing team is producing drafts for.

Didn't ME3 make story changes up to the very last moment possible? Could be an exception, though.
My aspiration for a major SP Campaign story has turned into a maybe. Recent "game news" makes for a weak case to implement one. However, Bio is known for it so there is hope. Besides, ME:A has shown the SP Campaign can be tied to the Multiplayer. Thus, I'd be unsurprised if "there is a case" for forcing the player to do both to get better gear and perhaps help in leveling up your character.
Imagine if the only / main way to level up is playing MP.

Well, unless it's a codex-type written piece, it means that they haven't finished VO recording and maybe haven't started it (apart from the trailer). As I understand it, VO can't be completed too early (too much could change in the writing) or too late (animators need time to do facial animation to match VO recordings, as we know) in production, so my guess would be still in the first half of production?

My guess is slightly more optimistic, I think they're nearer to the end of the critical writing. I have tweets from the writers going back 2.5+ years, and IIRC, one or two of the writers have now moved over to DA.

Imagine if the only / main way to level up is playing MP.
Doesn't necessarily need to be bad like this. For example, FFXV: comrades is multi only, and that works just fine (although that's only a short DLC). If real people drop in/out of my game without disturbing my story experience (and other wise bots takeover), I have no qualms with it. Basically, I don't care if my teammate is a computer or a human, as long as they shut up and shoot straight.
