It's not in the game and I don't see the point of adding it considering the gameplay flow and I suspect BioWare didn't put one in because they also didn't see the point of it in a 4 player co-op game.

Social hub, phooey. I've played Destiny, Neverwinter Nights (the MMO) and Champions Online (another MMO), and tried to avoid the social hubs like the plague. Tremendous waste of time, or in the case of the MMO's, tremendous pressure to me-too buy the same mtx crap that everyone else was buying.
Oh wait, I forgot about Path of Exile Beta, where there was also a social hub of people non-stop begging for equipment trades/wanted/for sale.
They've stated Fort Tarsis is your solo story-mode area, where only you exist as far as "real world people" and your decisions there shape your personal story. Then, you have the outside world, that who "our world" shared space thing.
I see no reason why there might not be a little city hub out there in "our world" where Freelancers can gather to have dance parties or whatever other social stuff they wanna do. As an optional place to go to, that doesn't affect Fort Tarsis and "your world".
It'd be a place those who want to be social could go to, and those who don't can avoid it, lose nothing, and not have their Fort Tarsis affected. Seems like a win all around for all flavors of players, if that is the case.
Also, I wouldn't be concerned about people begging to buy/sell/trade. BioWare has said, I think, that trading and otherwise swapping gear is not something this game was built to be capable of doing.

And the fact that the last answer in that string of tweets was a sunglasses-cool-emojii makes me suspect they clearly have something they are not telling us yet because NDA/surprises/etc.
I'm just saying, unless I am working for BioWare on the game, that I don't know 100% what is entirely in and entirely out of that game. None of us really do.

They showed/told us pretty much everything that will be in the game at launch feature-wise, I even suspect some stuff mentioned last year were removed because they stopped talking about them or didn't show up since (like terrain deformation, it was officially said it was removed).
They aren't hiding anything outside story spoilers and how the game is monetized outside box price at this point.
Also, while the game is designed to be constantly updated, that doesn't mean they are going to turn their 4 players co-op games with low social interactions into something else just because some people wants to see more than 3 people running around them.

Do we really know everything there is? What do we know about those Shaper Storms and why did it look like the group was flying into it at some point? We generally know what the game is about - but we don't know many details, including many significant ones.
Also, nobody said that they're going to turn their game into something else. A potential space for some kind of social hub ain't necessarily something that would require changing the game from what it is now.
Not that I really care that much about it ATM. I just don't think they'd be teasing it if they didn't have something to offer in the game, in February or sometime in the future.

Even the alpha you played was not the most recent build they had at the time, and as you say the GAAS aspect leaves many open doors for the game.
