The final product is always a compromise between technical possibilities and performance.
Witcher 3 received a visual downgrade as well. And people raged about it. And yet the final product was still one of the most demanding games to run, with frequent stuttering in Novigrad on console.
W3 still turned out to be a pretty game with smooth animations, but if you look closely vegetation textures look way worse than in DAI, for example. W3 tried to mask this by actually having bushes and flowers disappear when you get close.
Animations in MEA are not good and they add to the list of thinks that could have been better, but they aren't the main problem with the game to me.
