BioWARE's always been hit or miss with their DLC's for me. In the original trilogy, which was your favorite and least favorite DLC. Split them up by game if you like. I know it's been years since the games's release, but there will be spoilers.
I think Overlord was the greatest DLC BioWARE's ever made. Epic in scale, fun to play, a very compelling "antagonist", and even Gavin Archer made a (albeit sick) bit of sense. Would've been nice to have a Paragon option if I had brought Legion, but it was still amazing. In Mass Effect 3, there's not a lot, but I'll say Citadel. It was absurd, it really was, but self-aware enough for me to laugh rather than be annoyed. Plus, if I view it as what it was supposed to be (a valentine to the fans) I'm okay with that.
The worst DLC, (I've never played Pinnacle Station) was Lair of the Shadow Broker. Too much Liara. For a game that was supposed to be about my team, it was about the guest star. I can't remember if ME2 or DA2 game out first, but it was the same problem with Tallis.

For my favorite, I have a hard time choosing between Bring Down the Sky and Lair of the Shadow Broker. > I probably tend to rank Lair of the Shadow Broker higher than it probably needs to be rated because it provides you with a squadmate power reset terminal (which badly needed to be in the main game). > But Lair of the Shadow Broker is still very enjoyable. I think I will go with Bring Down the Sky as my favorite DLC, although Lair of the Shadow Broker is a close second.
For worst DLC, it is probably Pinnacle Station, narrowly beating out Arrival. > Pinnacle Station is haphazard. Survival can be fun, Capture is ridiculously easy, and Hunt and Time Trial missions are hit and miss. Ahern's final mission can be fun for some classes, but annoying/problematic for others. the reward for beating it is worth it. > Arrival is hit-or-miss with me to be honest. Sometimes I like it, sometimes I hate it. I hate having to go solo, especially if I have a playstyle that relies on squadmates for maximum efficiency. But beating it solo (especially all five Object Rho waves) can be satisfying.
I think Pinnacle Station is the worst, since it has too many lows compared to its highs. It can feel like a slog (in a game that can sometimes already feel like a slog) trying to beat it just so you can get access to a supply of the best gear.

Least favorite was Firewalker...I can't drive the Mako...last thing I need to do is have lava thrown into the mess of my driving. Oh, wait, Pinnacle Station was worse I enjoyed most of the other DLCs.

Favorite is Leviathan. I like the crash landing, the world, and what you learn about the Reapers. My only complaint is that it shouldn't have been a DLC. Overlord would be up there as a favorite if it weren't for the Hammerhead.
Least favorite is Zaeed. I just don't like him as a character and I hate that he makes you choose between saving the workers or killing Vito. He's too single-minded to be interesting.

This is a hard one. Loved most of the DLC in ME3 (not Omega so much). Arrival had a sort of epic nature to it. Perfectly leads into ME3. Still, I think it's probably Citadel. I'm a sucker for all the feels and goodtime stuff. Least favorite. I guess Pinnacle Station. Played it once to completion but have never had the interest in doing so again. Second would be Firewalker, though I did like getting that weird pulsating Prothean chrome ball for my cabin - even if it didn't transfer into ME3. (Dammit, Space Hamster, couldn't you have hid it somewhere belowdecks when you went into hiding?)

Least favourite is Firewalker, I find the Hammerhead to be a glitchy chore.
Favourite is Citadel by a large margin. I love the fourth-wall-breaking, tongue-in-cheek tone, and the overall upbeat vibe. (I'd have been quite happy for the whole trilogy to have been a slightly flippant dramedy, actually).
Honourable mentions to the Kasumi and Javik packs; both offer enjoyable missions (especially Kasumi's) and good characters.

There are two ways to evaluate a dlc.
1-The level of fun the story and gameplay provide.
2-How good the rewards are for completing it.
I hate both Bring Down the Sky and Pinnacle Station in both gameplay and story departments. But I have to admit, they give the player some really nice rewards.
I hated Kasumis mission. Zaed Mission was also not memorable. But both dlcs allowed access to more characters for the rest of the game, as well as upgrades, and a fantastic smg weapon. And lets not forget the bonus powers.
So, judging each dlc:
1-Bring down the sky: Nice bonus, the choice at the end is cool, and there are new enemies. But at the end of the day its just more of the same. More Mako driving around. More modular units identical to the 20 other structures you visited during the main game and the side missions. And the final battle is overrated.
2-Pinnacle Station: What a pain! Out of place, nonsensical, dumb and badly conceived. It had a lot of potential, but it went to waste. It gets so boring that my "complete" trilogy runs exclude it without ceremonies nor excuses other then "it sucks". As if it did not exist. It doesn't blimp on my shepards galaxy maps. It does offer nice bonus for completion. But the player deserves to be rewarded with four sessions with the asari consort.
3-Hammerhead: Very cool when you play it for the first time. And then it gets boring because neither your class, power, equipment or squad-mates alter anything dramatically. It is always the same. Nevertheless, I always do it on my trilogy runs. Its enjoyable and relaxing, even if repetitive.
4-Normandy Crash site. Same as above. Ok, it does change one of the flashbacks scenes depending on who died on virmire. But thats it.
5-Overlord. I like it both for the story and the gameplay elements. ME2 certainly does benefit with a few more fights against the geth (there weren't enough). The decision at the end is also interesting. Oh, and a paragon shepard loses his/her temper and hits someone! How cool is that? Too bad the squad-mates are mute.
6-Zaed: Ok story (very short), cool combat. Good mostly because of the rewards carried over to the main game.
7-Similar to above. The story is not to my taste. The combat is challenging (specially if you do it at the early levels). Good squad-mate for the rest of the game, bonus power and a superbly useful weapon.
8-Shadow Broker. Lots of content, in both story and combat. The base you acquire is very useful and better than the normandy. The mute squad-mates are a big letdown, specially garrus and tali, but there are good bonuses like the video feeds and the dossiers. The fight against the spectre is much better than the final boss of the dlc. Hell, its better than the praetorians and the human reaper as well.
9- arrival Just ok story. The battles are excellent. Can be pretty difficult if you rely on squad-mates. Sometimes its even advisable to alter the bonus power prior to it. As with shadow broker the game will recognize the fact that you did it post suicide-mission, should you do it.
10-From ashes: Very short but cool story. Good combat, but also short. It gives you a squad-mate with a nice integration into the game, a weapon, bonus power. Javik can affect the game so much that this is a must have, specially when me3 has so few squadmates compared to 2.
11-Leviathan: Great story, even if the lab segments become boring after a few gameplays (they always feature the same characters), great combat. the integration with the main game is flawless and it can be done in parts. It grants the bonus power that is the most fun to use.
12-Omega: Decent story, fantastic combat. It will reward the player with an enormous amount of credits and items. There are solo segments, duo segments and trio segments. And two new enemies.
13-citadel The story can be great, as long as you accept it for the silly comedy it is. Combat is good. The rewards are totally great. A riffle that lets you play the game as it it was me1. One overlooked factor that more than justifies the purchase of this dlc is the arena. This is what pinnacle should have been. It features the return of the collectors, the return of mass effect 2 characters as well as wrex (if he did not die nor was tricked), great combat maps and options, and the possibility to earn infinite credits legitimately (it takes time, but you can purchase the whole galaxy).
Favorite in terms of story: Overlord and Javik. Leviathan too.
Favorite when it comes to gameplay: Omega (close tie with leviathan). Citadel because of the arena.
favorite in terms of items: Shadow Broker and Omega give you tons of rewards. Kasumi and citadel because of the weapons. Leviathan because of the bonus power.

Citadel is my favourite, but Leviathan is pretty close. I don't like Arrival, Firewalker and Omega. In terms of squadmate DLCs it's Javik > Kasumi > Zaeed.

I don't have all the DLCs but I enjoy the ones that I have.
ME2 I loved Overlord, the story is interesting, the combat is fun, the end was sickening (in a good way) and it just felt really good to get David away from that hell. Lair of the Shadow Broker was really cool too. I liked having Liara back and I loved the banter, though I wish Tali chimed in too. Tela Vasir is probably my favourite antagonist and fight in the trilogy, I had loads of fun with my Vanguard against her. More importantly, I could see her point and I would have liked to spare her but alas. I think the Normandy Crash Site is my least favourite, even more so than Firewalker. I don't know why I just don't like going through it.
ME3 I like From the Ashes, mainly cause I think Javik's really awesome and he's almost always in my party. Omega was surprisingly fun for me, I liked the combat a lot and it was varied enough to keep things interesting. I also loved having Aria as a squadmate, she really is strong... Citadel is just so enjoyable. It's cheesy but heartwarming. I liked the combat and I was so excited to have Wrex back. Still my favourite part is the meetups with everyone, not even the party or anything, just the individual meetups. I thought they were very well done.

My favorite is probably LotSB because it tries out so many new things (new squad mate with new power, the car chase scene, new boss fights, etc.). Plus, I really enjoyed the story content (as Liara is the canon LI for my Shepard and she really needed that content, given her dismal treatment in the ME2 base game). It also wasn't as crucial to the main plot as Arrival (which I still fault for that alone), the story was just the relevant enough for DLC. The only complaint I do have about LotSB is the design of the Shadow Broker himself. I thought the yahg as kinda super korgan are boring. After all the build-up the SB gets in ME1, I'd rather have done something with a twist, have it be someone we know already (like a council member or the c-sec executor or something) or have it be an entire group of people as was previously suggested. The SB as big monster didn't really feel very original. Otherwise, great DLC!
My least favorite is Pinnacle Station. It's the only content I might not do during a Trilogy run. The fights weren't a strength of ME1 to begin with, so making an arena DLC was a bad idea from the start. The story around it is basically non-existent. The characters on pinnacle station have very bad animations during dialogue and the home you can win in the end makes no sense (the location of the planet in the system should never allow for the conditions that we see and that are in the planet description if you compare it to the other planets in the system. In short, the DLC feels exactly like what it is, a messy peace of badly put together maps that was shoved into the game without thought or care.

Favorite: Probably Project Overlord, very nicely contained story that reminds us why Cerberus is the worst employer ever.

I hardly buy DLC. I've only had Bring Down the Sky, Kasumi and Arrival.
My favourites: Multiplayer expansions, BDtS, Kasumi
My least favourite was Arrival. The DLC is good by itself, but it's my least favourite only because its rendered pretty much pointless at the start of ME3.

Least favourite is Pinnacle Station by a mile. The reward is great (getting level X items, something to spend your riches on late in the game), but I won't go through it ever again. One time is enough.
Favourite is Lair I think.
Pretty good: BDtS, Overlord, Arrival, Leviathan
Not bad: Kasumi, Javik
Meh: Zaeed, Firewalker
I hear many good things about Citadel, but I never came around to buy it. I waited for a discount for Citadel and Omega because they're so damn expensive... I ended up waiting for years in vain. 15 euros for each DLC five years after release? Come on EA/Bioware, really? Relatively late, I thought what the heck, I'll just buy it now--only to find it was impossible to purchase on either Origin or the Bioware site. Well, fuck it then.

I'll keep playing it, but only because I feel obliged to rescue David Archer. Same here. I have to rescue him! But I'm also more than happy to let Gavin Archer shoot himself in the head in ME3.

In terms of actual, beefy storyline DLC (and not characters), I hate, hate, hate Arrival with a passion. While the story is fine, I despise the combat sections - I don't like playing without squadmates and many of the sections just feel poorly laid out. I hate that stupid survive! segment even though I've completed it multiple times. I just dread playing it, but I feel like I have to for storyline purposes.
For that matter, I dislike the utter slogfest that is Bring Down the Sky as well, and usually skip it nowadays.
Favorite is probably Leviathan. Love the story, love that segment on the wrecked ship, love that it pulls in James and EDI and even Steve, love the gimmicky stuff at the lab, I just really like the format of the DLC and how easily you can spread it over the entire game.
Overlord has sloooowly grown on me (the aforementioned dislike of solo sections dragged it down until I finally mastered the boss fight.) I love Citadel but it kinda requires a bit more suspension of disbelief than I'm usually comfortable with.
