see the main issue is tactics. Cora would spend the first minute consulting manuals for tactics and what she should do. Miranda however would just walk up and head shot her.

Miranda didn't have what it takes to be in the upper tier biotics of the squad (Jack and Samara). For all her talk of being genetically engineered, shes not in their league. And your squad will pay in the Suicide Mission if you put that to the test.
Now I don't know if you noticed but Cora mentioned being assigned to work with asari commandos (huntresses if you will) once or twice. And swatted away lightning like it's nothing. That means Harper is likely a more powerful biotic than Lawson.
Her alliance and commando experience would probably also put her above Miranda's combat training with Cerberus. The fact Cora wears actual armour and a helmet may also prove to be an edge in battle.

Without that loyalty they fail at maintaining the barrier. That's pathetic on their part they can't put aside something that causes them not to maintain that barrier. |

OP has me confused. In a fight, Cora would likely win; but the OP implies that this is also a battle of outfits; (m)ass; looks; confidence; and daddy issues. Miranda wins hands down if all these other factors are in play. (For the record, Cora's outfits are much better. The Cerberus catsuit was tacky.)
