There would have been dlc in the works before launch, so I doubt they would scrap it. They don't need a full team (or even the Montreal studio, for that matter) to do dlc.
I'm guessing we'll only get on story dlc tho.

There is no official confirmation about this downsizing. The game is financially successfull (or at least I think it is) so there is no actual reason for it To sound like Kotaku, I had several anonymous sources in Austin (and they're all gone. They all quit one by one. Not fired, just walked out.) and I have one through a relative that lives in Ottawa about Montreal. I haven't heard of anyone getting canned. I know Heir was released after his contract expired (he should've been ejected the day he first tweeted out that he is supported by Flynn for his racial comments. Flynn... was okay with it, I guess... if that's the case, F*** you Flynn.) , but that's it. Now, if you're given a choice to leave Montreal for Edmonton, you will quit. Edmonton is known for natural resource collection and I've been up there a few times. It's cold, pretty generic and you've got to love what you're doing to get by up there. Montreal, in my honest and humble opinion, is not much better, but way better than Edmonton as far as more opportunities for tech jobs. Austin is the place to be, but I didn't realize how crazy expensive it has gotten to live there. It's approaching San Francisco 2.0 levels and even towns outside of Austin, like Round Rock, are stupid expensive. For an hourly worker, you're going to have a crazy, long commute if you want to have a decent place and have money left in your pocket after paying all the bills.

EA did confirm they have moved people to Motion Studios (probably in crunch time for Battlefront 2 and development a new IP) and BioWare Edmonton (Dragon Age 4 which probably isn't really far into development and the new IP which is probably ramping up staff for a 2019/2020 release).
Kotaku made a big deal out of the typical downsizing of a development team post launch, if you recall developers just used to fire half their team after a game shipped, now they are moved to other studios while they ramp up. If anything I think that is why EA is pushing for Frostbite at all studios so they can move people around freely.
I am pretty sure they don't use a full development team to make DLC either, to me it wouldn't make financial sense to employee 100+ people to make content that less and less people buy.
With all that out of the way until BioWare actually announces DLC is done for Andromeda and they won't be releasing anymore I would expect some to be created since they have always informed the community when DLC is done being produced they don't just not say anything and move on.

At first, I was so ENVIOUS AND JEALOUS that they were given the opportunity to work for BioWare. Then after about five months, their enthusiasm turned to bitterness. Some of it was that "bro-culture" clique crap. Some of it was self-inflicted by showing up to work late (even though others showed up late and got covered) and having to sign performance reports. Some of it was financial viability because of how expensive Austin had become and hourly wages don't cut it for long-term planning. However, all of them, left angry. That's a failure on HR.

The problem with Heir is that they might have not have been allowed to do anything about what he said. This is all speculation and guess work, but when people started to publish the problems with what he was saying and they could have gone to the legal department and the people there said that it doesn't violate his contract they are stuck until his contract expires. I saw that within a company I worked for they watched the guy like a hawk looking for a misstep to fire him on, but they eventually had to wait until his contract expired before choosing not to renew. Montreal is a growing sector for game development over the years due to government credits, Aayrn Flynn in March was talking about those credits to the Edmonton provincial government. So I would expect more studios to start opening in Quebec over other provinces. If I recall correctly Motion Studios is in the same building as BioWare Montreal.

I doubt we'll get many DLC's due to the games poor reception but I'm hoping we get at least 1 or 2. I'd expect we 'l hear news on this subject soon though possibly at EA play but I guess we're not going to know yet. Hopefully if they end up good it'll salvage some of MEA's reputation. After the way things have gone for the team and the condition the game was in at launch it needs it.

We will see, hopefully they say something at E3. yeah I think they'll likely announce any DLC plans at E3/EA play or something. It's been a while since the games been out so they do need to confirm one way or another whether we're going to get any and what it will be. Or at least reveal details on the first bit of DLC so we know whether to prepare for something MEA related. I don't think we'll get many due to how the game was received but hopefully like DA2 it can have a couple of good ones that make up for the lackluster reception of the main game.

Mass Effect is a huge deal, it's much harder building a new IP than building upon an existing one. As the most significant revenue comes in the days and weeks after launch, that ship has sailed (or at least recouping higher sales that EA/BioWare might have hoped for), but the IP needs to be safeguarded and protected for the future. That means a couple of solid DLCs that leaves the game is a good place with a good taste in the mouth and perhaps a popular GOTY Edition , er 'Complete edition' next year. To see more Mass Effect seems inevitable, but they may take a little break so that they can come back better next time (heck, they came back after the shitstorms that were Dragon Age 2 and Mass Effect 2 3 (note to BioWare, maybe less shitstorms in future, please ) ).
