The Citadel can take down the Reapers. It powers the Crucible so you'd think so. For this cycle, yes. What you posted is the first harvest. Are you not? According to Leviathan the crucible has never been completed. And if what the catalyst says is true, it only knew about the concept for the crucible for several cycles

Possibly. We really don't have a clue. What, then, were the races from previous cycles even doing? They certainly weren't creating a weapon capable of taking out the Reapers. As you say we dont know. And imo it doesn't matter where this started. One of the races started it and others improved it. That's all I need to know. And I suspect that’s the depth of what the writers planned. I don’t think they went any further than it’s the completion of many cycles concept.

In that one, the Intelligence was able to take down the Leviathan before it created Harbinger.
The Catalyst situation is still weird. How can it be an integral part of the Crucible unless someone knew what it was and how to make it fit in? It's why your keepers theory works pretty well.

Also its just a good practice to leave yourself story wiggle room in case it is something you want to delve into in the future.

I think they were gonna mean something but whatever it was was retconned and they left it in there. Or and this is just my opinion they were trying to show that shepard felt guilty and do it in an artsy way. Personally after the first time I beat the game they became very very annoying and should have been skippable
