Like many mentioned before, it is hard for those in charge to admit there is a crisis. However, the fact that Shepard was a Spectre, should have been a way to investigate the reaper problem and to avoid a galactic panic at the same time. Whatever the reasons behind the Council's incompetence, it was always a joy to shutdown their conversations. Exactly, this is why in ME3 when in Toronto and the Alliance is panicking asking Shepard for advice. I wish there was a Renegade option to tell them off. Something like: "I gave you guys 3 years notice and all you did was sit down with your thumbs up your collective asses." In three years they could have done a lot to prepare. Like finding the Prothean weapon ahead of time.

Since she was weak-in-the-knees about the protheans in ME1, I don't see why she would have not refuse going to Mars. Instead of Shepard being locked up for 6 months doing a whole lot of nothing, he/she could have been on Mars looking at the archives. Shepard does have the cipher. Like I've said before. The problem with the Alliance is the leadership as seen at the beginning of ME3 when talking with the committee of clowns.

I loved Williams attitude when Anderson ask her at the start of ME3 how did it went and she is like: "I can never tell with them," the tone she used screamed anger and likely made her start doubting the Alliance as a whole (which she wasn't a fan of the brass in ME1 which might explain why she is willing to forget about Hackett offer of leading her own team if Shepard manages to convince her enough through visits).

Bioware writing really is i-----, you can take Legion to the Citadel and meet up with Anderson and he just dismisses the platform as a trophy bot and that Shepard shouldn't bring up the case of the Geth divide to the Council attention. I was planning to talk to Anderson after the Collectors kidnapped the Cerberus crew but decided that the i--- wasn't worth the potential that a few of my crew died:
