It wouldn't have to even be Cerberus, but some other, previously unknown organization or big corporation that doesn't always have everyone's best interest in mind.

Seriously, i believe the initiative is financed by all the races, but probably organized by the Asari Councilor, just as we saw in the comm's room conversation with the female asari councilor, after the Priority:Thessia/Citadel mission, in ME3, when she says somthing like "i must start preparations, civilization must continue".
I believe this was a reference to the initiative somehow.

It's an entirely reasonable speculation, and I'd like to believe it's true, but they've already confirmed that the initiative is supposed to have already left before the events of ME3 started unfolding. So it's not that.

yeah I heard that too it's just never appeared on mine the only bug I suffer from is the black blocks glitch in ME1 due to the CPU my computer uses but then when I bought the CPU I wasn't aware of that glitch. Fortunately there is a workaround so it' s not a serious problem
