Or maybe she had been Cerberus but at the last moment betrayed them. She used funds from Cerberus to finance the project. When they made it to Andromeda she decided she wasn't going to do this for Cerberus and other agents-Sloan and friends-discovered her duplicity against the organization and they tried to take over, but lost the fight and were exiled. It's also possible that she was inside Cerberus at one point and stole some of their tech to make the trip. It wouldn't have to even be Cerberus, but some other, previously unknown organization or big corporation that doesn't always have everyone's best interest in mind.

its obvious cerberus had some funding in the andromeda initiative but likely sent no agents with them due to the fact that it was a one-way trip (about 600 years to be precise)

Seriously, i believe the initiative is financed by all the races, but probably organized by the Asari Councilor, just as we saw in the comm's room conversation with the female asari councilor, after the Priority:Thessia/Citadel mission, in ME3, when she says somthing like "i must start preparations, civilization must continue". I believe this was a reference to the initiative somehow.

I'm just being a bit silly this am... trying to lighten the mood a bit.... but, here's the quote on it from the Wiki: yeah I heard that too it's just never appeared on mine the only bug I suffer from is the black blocks glitch in ME1 due to the CPU my computer uses but then when I bought the CPU I wasn't aware of that glitch. Fortunately there is a workaround so it' s not a serious problem
