We are told that the Andromeda Initiative was a civilian project based on the theme of exploring the Andromeda galaxy. My question for the community is who these civilians were and which corporations were the most likely candidates. Looking at the WIKI, very few corporations are listed, but one for me sticks out as being a most likely candidate for Humans, I'm talking about Eldfell Ashland Energy
WIKI In 2137, the Ashland Energy Corporation successfully extracted helium-3 from Saturn's atmosphere, beginning a new era of fusion research. On the wave of this success, they merged with Eldfell Construction to vertically integrate the two companies' strengths. Ashland would recover the raw materials for energy production, and Eldfell would build power plants, refineries, and pipelines on nearby worlds to distribute Ashland's products to the consumer. Eldfell-Ashland Energy was born.
As EAE's reach extended, they absorbed companies to create a "cradle-to-grave corporate experience" for their employees. Today, subsidiaries such as Second Star Living recruit colonists to staff EAE facilities, and the education group Excelsior provides job-related education opportunities to provide EAE stations with a qualified incoming workforce. Water, power, food, shipping -- EAE provides them all. If EAE wants to put a colony on a garden world, they are able to do so and keep 90% of services performed completely in-house, creating consumers out of its own employees. Its primary revenue stream, however, continues to come from mining base elements like hydrogen, helium-3, and eezo and trading in their futures.
Does anyone agree with me, or know of any other alternative corporations in Asari, Turian, Salarian or other races?

Cerberus does seem a likely front, though I (like many) would prefer it and the Reapers have very little to do with ME:A. Perhaps Cerberus is a reason for those who break away from the AI.

What rules out Cerberus for me is that the Andromeda Initiative is a multi-species effort and that the Arks were being constructed so close to Earth. During the timeframe of the AI (2176-2185), Cerberus were regarded as a terrorist organization by the other Council races.

Considering the lackluster explanations for the rest of the project, I wouldn't be surprised if they left the funding as just vague "resources". They've used that as an explanation before. Little known aspect of the lore: On his return from the Suicide Mission, Shepard donates all the extra resources he amassed by planet scanning to an NGO. Looking for a use for all that material, they come up with the AI.

Actually all those resources were appropriated by the Alliance I believe and they used it to help build the Crucible at least according to the war assets terminal

It better not be Cerberus or I'm gonna vomit. FWIW I don't think it's Cerberus. On the other hand private/corporate interest = evil is SUCH a staple in fiction that I'm not entirely willing to trust the overlords motives either.

I wouldn't be surprised if Cerberus was involved with financing the project. I wouldn't be surprised if former members of Cerberus made the trip to Andromeda.

I think a possible answer in universe could be the éminence grise behind the Alliance and human technological progress in the ME universe. I’m talking about the “Future that Be”/”Milky Way Foundation”, trusted with the exploration and study of the Prothean ruins of Mars. Interesting enough, we know that in universe the formation of the Alliance was a very fast tracked process: it took only one year after the discovery of the ruins on Mars. Many in universe too don’t think is only a coincidence it took so little time… While never truly acknowledged, nor fleshed out in game, I think it’s interesting even the Alliance has not control over its activity on the ruins of Mars: it has partnerships, sure, but it doesn’t give the orders there. Maybe they discovered some of the data we find in ME3 early, and decided to create an Ark to escape the Reapers... In universe, I believe they could be the “Illuminati” of Mass Effect.
Regarding the name of this Foundation, if I’m not wrong, it’s called Milky Way Foundation in a Cerberus Daily News and Future that Be in ME3 (in passing, in a datapad in priority Mars, I think).

She wouldn't have to be Cerberus for Cerberus to be involved, though. Cerberus backers could've provided funding and padded the Nexus or Hyperion staff with a cell to create a new branch of Cerberus in Andromeda to ensure that humanity thrives above all others.
