All the same, I can safely say that games I play look and run a little better on the PS4 Pro over the XB1 anyway, and the TV itself improves the look of XB1 gaming also. Either way, so long as I see that lovely 4K graphics, good to go.

Currently have the Asus GTX Strix 980ti graphics card but I don't have a 4k monitor. It's a 1920x1080 monitor with 1ms response time and 144hz refresh rate. I think it will do nicely for MEA.

Well... I only got a 770, so no 4k for me, but I can't really stick anything bigger than 27in on my desk anyway, and that's fine with 1080p.
I'm definitely in the 60FPS club, though. Maybe even Ultra 60FPS club, who knows?

Consoles are not locked to anything. A game with simplistic graphics can run 4K/60fps. But for pretty much any AAA game like Andromeda the PS4 Pro is not powerfull enough to do that. It won't even do true 4K, it's fake 4K, running with 30fps. Fake 4K is not as bad as it sounds, though. The scaling method the Pro uses makes it look pretty close to true 4K. And you know, for a $400m machine, that's pretty good. Project Scorpio should do true 4K but probably still limited to 30fps on graphically demanding games.

I won't be upgrading from my old 1080p monitor until I can get HDR at 1440p for a reasonable price - not fussed about 4K tbh - so it'll be 1080p60fps for me. (My 970'll be my system's bottleneck, but I'll be adjusting my settings for a steady 60FPS. Hopefully a mix of high and ultra.)

My 980ti can run some of the newer games at 4k around 40-60fps. Using gsync the drops arn't real noticable but I'd def go for that 1080ti if it can maintain the 60fps.

If you can run Battlefield 1 or Inquisition at 4k60 on ultra, then Andromeda would likely be similar. At this point, I'm pretty sure every Xbone game released within the past few months and going forward were already built with the scalability for Scorpio in mind, especially since they already have the scalability from the Pro built in.

Let us state this once and for all.
It has already been confirmed for some time that PS4 Pro will run the game at 30 fps locked, just like the normal PS4... So I guess 4K & 60FPS club thing here is exclusive to PC players and PS4 Pro owners that intend to play the game on the Sony console, can't make part of it.
Also I really doubt PS4 Pro can run this game at native and full 4K resolution, the console itself it's a shame and waste of money considering it's specs and most of it's games are running at a upscaled resolution and upscaled is NOT REAL 4K, I expect the same thing to happen with Andromeda. I believe that the default PS4 is more than enough and if any PS4 games released in the future delivers a worse performance in the original console making it almost unplayable unless you have the PS4 Pro, such as The Last Guardian, it just proves how much of an ass Sony is to it's fans and supporters.
The only console I'm really confident that will be able to deliver the full 4K experience is the XBOX Scorpio, why? According to Phil Spencer and Microsoft itself the console can rival high-end PC's (Not Ultimate Gaming Computers) but fairly powerful machines.
Also to the original post, you won't need two 1080's or even one 1080 Ti to run this game at 4K, BioWare said that the specs are fairly similar to Inquisition and Star Wars Battlefront, I believe that means the requirements are close enough but not completely equal to Battlefield 1 requirements, meaning a 1070 will do the job and keep game easily above 60 FPS if you have the right monitor and the game is well optmized.
