I suppose DS3 is less visual demanding than Andromeda, but still 1080p 30 fps is well.....just that. Would people be okay with the game's visuals being toned down just so it can manage 30 FPS at 1080p? You'd probably actually be better off just having them set the game to 900p to be honest(and 720p on the Xbox One), which Battlefield 1 can easily handle and it by no means looks bad on PS4. It's not only another Frostbite game, but it also features fairly large maps and in MP has up to 63 other players it needs to worry about including vehicles and it can push 40-50 FPS most of the time. In either case there are so many variables as to what can impact performance that when this many developers are failing to maintain 1080p/30FPS it's not telling the whole story to simply say "It can handle it, devs just need to git gud". Most games on the PS4 that can keep that up appear to be either A. Exclusives that got a lot more optimization dedicated to it or B. The other versions of the game suffer noticeably for it. I'd rather it just run at a consistent frame rate. The PS3 version of ME3 occasionally had 10 fps dips during cut scenes. I'm not sure how much of a downgrade 1080p to 900p is, but I don't think you'd really notice it unless it was a side by side comparison with equal tv's.

Even if it is not optimized for engine it should still always run at the settings that provide the most stability. Don't expect a patch to fix this. There hasn't been one for DA:I yet."
Now sure it would be easier to make the game run 30fps at 900p, would the framerates be more stable in 100% case? sure. But the thing is, is that it can be a 1080p and a stable 30fps if there is optimisation, it can totally be made, horizon zero dawn is fucking beautiful and there have been patches that improve the framerates and it runs smootly with a very occasional and rare framerates drops.
It can be made as long as there is a good optimisation on every platform
Now even if there is not a patch for DAI, it does not mean it cannot have one or it cannot be made. Just because a game company does not give a patch does not mean the patch cannot be created to improve the framerates.

I'd think it wouldn't be terribly noticeable unless you're a huge graphics buff, in which case you'd probably already be scoffing at the idea of 1080p in the first place and wanting to play games in 2160p. There is also the dynamic resolution scaling I mentioned earlier. It would let the game run at 1920x1080 most of the time and then scale it back a bit whenever the action gets too much to maintain a steady framerate. Even on a PC where I'm 2 feet away from my monitor I really can't notice the resolution scaling happening in real time.

But as a whole I think they got the PS4 right. Still mad about pay to play online though, but even Nintendo is doing that so oh well.

Looking online I can't find anything either suggesting that Sony is insisting on games being run at 1080p. It seems to be the standard for PS4 games, but I'm not seeing anything saying that Sony is the one forcing that standard. I still like the idea of console games having two options: Graphics Mode and Performance Mode. On the base PS4 let the game run at 1080p in Graphics Mode and 900p in Performance Mode for the people who want a steady framerate and are willing to sacrifice a little bit of visual prettiness to get it. Then for the PS4 Pro you can do 1800p and 1080p(or maybe 1440p. It can probably handle that at 30 FPS).

This runs at 1080/30 on the bog standard ps4 with It's 68000 cpu. Andromeda to my eyes looks very middle of the pack graphically, therefore 1080/30 should be what Bioware can achieve with the hardware. Battlefront was 900/60 using the same frostbite engine so no excuses really. Nioh has the option of dynamic resolution to maintain 60fps, it works well but resolution can drop as low as 720p..

Every single Soulsborne game on consoles has had noticeable slowdowns/framedrops in key areas, and that's without particle effects. Add those into the mix (which, to be fair, bog down the vast majority of console titles), and things get even worse. I still like the idea of console games having two options: Graphics Mode and Performance Mode. On the base PS4 let the game run at 1080p in Graphics Mode and 900p in Performance Mode for the people who want a steady framerate and are willing to sacrifice a little bit of visual prettiness to get it. I agree, and a handful of more recent releases have done this. Nioh, for example, has a toggle for 1080p30 and a dynamic resolution mode targeting 60, and it keeps a stable framerate in both modes.
