I'd have to give that one to the star kid. I mean, Kai Leng is super annoying, sure but at least that character accomplished what it was supposed to accomplish. After Thessia and his troll mail, I really hated him more than probably any other ficitional character and despite the fact that I am usually a very calm person and a pacifist, I wanted this guy dead. Sure, BW did it by making him super annoying, giving him plot armor squared and taking control away from the player, which are all cheap tricks and bad game design but still, I have to admit that it worked. Also, his death scene is really satisfying "This is for Thane you son fo a bitch!" was pretty glorious, I have to say. Oh, and also, before the game goofed the crap out of him, Kai Leng was actually a pretty awesome antagonist for Anderson in the Retribution novel. I really liked him there as a character. So while Kai Leng is far up in this competition, he has some redeeming qualities at least. The star kid on the other hand does not. The kid was already annoying in the prologue and the dreams but it's role in the ending disaster put him squarely on top of my ME shitlist. The star kid makes no sense as a character. It simply is the worst and the only reason why it might not be on top is because one could make the argument that it isn't even a character at all but just a lame plot device. But since it talks and interacts with Shepard to some degree, I'm putting it here as the worst character ever!

I'd vote for the Illusive Man. He was talking too much even after being shot in the gut. The Archon didn't insist on listening to his generic threats during final battle.
Also there's Kennedy ("Little Things That Matter"). I guess, combination of inability to punish her for stealing AI resources and her unapologetic attitude toward it is hard to accept.

edi is not badly developed. In fact she is the one character that proves the star child wrong.Her character ark is about the correct way to develop and educate ai's. A thing needed plot so heavy about the issue about artifical life. The geth and legion were about how different and how much the same the perspective of ai's are and the conflicts around them with organics. Edi's ark was need to show the right way to educate and treat synthetics. Unique philisophical AI that develops a sense of comradery with crew of it's ship body becomes sexbot pinnochio robot who somehow fucks a guy with brittle bones with it's metal body and nonexistant vag. Every AI in ME3 went to shit without Chris L's involvement. They were unique and interesting in ME2 and all become "boyo gee golly, I wish I were a human!" in ME3. It's garbage. first of all your only half right. Edi did turn to a sex bot...kind of. She was still the ship. As for her relationship with joker. That was optional. Not good to hate on something you don't have b to do. Finally, you missed a huge point, all ai are a refection of their races creators. Even the geth tried to be more like the quarians and to try to understand organic life and the was pointed out from me2. Edi becoming more human aka more like her creator is what every ai do. Even the catalyst did this. It's creators used and 5urn organic life and any form of life it met into tools and surprise the catalysis did the same thing. Edi becoming more human is important because to point out a huge point, synthetic are not created with a full understanding of morality or understanding of organics. They n33d to learn it. Even the geth tried to painstakingly learn it as well. Edi becoming more human and learning morality points out to how different synths are and what is need for them to easily interact with organics. It's a big point to make because we will be dealing with it in real life soon. Edi story line is a point that synthetic do need to be educated to understand organics and how.

Joker and the edibot will always end up together. Shepard can tell Joker to be a friend to the thing, when Shepard meets him at purgatory, but if the right dialogue is chosen, just before Cronos, Shepard will say, don't worry, I'll protect your girlfriend. Shepard will say that even if he/she ignored both throughout the game. Shoot the tube. End whatever relationship the clown and thing had.

I don't think Kai Leng was the worst character by any means. He was a totally asshole - he was designed to be that way so the player would hate him and want to end him. He served a purpose.

Kai Leng seemed to come out of nowhere and served no purpose other than to be a flashy, over-the-top villain. He was stupid and I think my major issue with this character was the "Shepard's equal/rival" thing the dev's tried to go for. Why on earth was that necessary with this particular character in the final installment of a trilogy? It didn't succeed. He was lame and Shepard could've kicked his zippin' around behind two seconds into their first confrontation.
That said, the Worst Character title easily goes to Star brat for me.

I feel that the Catalyst's issues go far deeper than Kai Leng's ever could. At least with Kai Leng, we can gut him like a fish with our omniblade and move on. But the Catalyst is basically the embodiment of just how fucked the narrative is in the end, and it being tacked on at final hour totally messes up every major plot point in the entire trilogy, from Sovereign onward. Kai Leng's problem is mostly a matter of troublesome gameplay design, since his plot armor is seriously blatant, but from a story perspective, he's very much small potatoes. He's essentially King of the Phantoms and little else.
