Thread confirmed for Thursday, 3 August 2017, 10 AM PT / 1 PM ET / 5 PM UTC.
There has been no Twitch stream for several weeks -- not since Patchpocalypse (1.09) -- due to vacation and then illness. Also in case you've been living in a cave, Billy Buskell, one of the MEA Producers, has left the company. I suspect that Fernando Melo and Bastiaan Frank will continue to be our go-to guys from now on.
Also Bioware Montreal merged with EA Motive. This shouldn't affect the Streams because those are run out of Bioware Edmonton.
We still have the questions built up from the 12th iteration of this thread; see the next post.

As is traditional, I will attend the Bioware Twitch stream and ask questions in the text chat. This is on Thursday 3 August 2017 at 10:00 AM Pacific / 13:00 Eastern / 17:00 UTC .
Previously asked and answered questions are in a search-able 'database'. Before you propose a new question, check if it’s been asked and answered already.

Billy Buskell (MEA Producer up until late July 2017 when he moved to another company) stated that there are categories of questions Bioware cannot answer, particularly around upcoming content. Therefor, I will not ask about upcoming content. This includes any questions about characters, weapons, enemy factions, maps, and so forth.
In addition, the MEA producers have stated numerous times that the preferred method for reporting bugs is EA Answers HQ. Therefor, I will not ask about bugs unless they are truly game-breaking.
Buskell further stated the following on reddit:
(1) for NDA / legal reasons
(2) they don't have the info at hand

Because I value Bioware's willingness to answer our questions, I will make a concerted effort to avoid loaded questions going forward.

Please report bugs on EA Answers HQ. Bioware has confirmed multiple times that this is the preferred method.
Please report cheating directly to EA, in addition to using your platform's cheater reporting feature. See also: How to report hacking and cheating websites, EA Rules of Conduct.

The question is "loaded". May not be intentional, but the phrasing appears to be attempting to corner a developer into stating something on behalf of the whole team.
I Tweeted him about this and his response was:
It's not always the case, but most of the questions that start with "are you happy with..." or "what is the design intent for ..." // These typically are the ones that when we try to provide context it's thrown back against the team in malicious misquotes & missing context
Because I value Bioware's willingness to answer our questions, I will make a concerted effort to avoid loaded questions going forward.
Other things we know they will not answer:
- When will the next patch be released? (They are not allowed to give dates until the patch is confirmed; when it is, they announce it.)
- Can Bioware make balance changes without a patch? (Yes, they have such a framework in place, but they won't go into specifics.)
- Are we getting DLC? (Not in traditional form, but new content will arrive piecemeal as has already happened.)
- Are they doing anything about cheating? (Yes, but they don't want to say what countermeasures they take. Please continue to report cheating via the EA form)
